EGSZB: Melyek azok az új elemek, amelyeket az EGSZB be szeretne vezetni a javításhoz való jogról szóló véleményében?
Thierry Libaert: A termékek javíthatóságának kérdése két okból is jól illusztrálja bizottságunk munkáját.
Először is azért, mert része a fogyasztók védelmére irányuló, régóta tartó törekvésnek, különösen a termékek fenntarthatósága és a megtévesztő környezetvédelmi állítások tekintetében. Másodszor pedig azért, mert az ilyen témákban szinte mindig hatalmas többséget tudunk szerezni a plenáris ülésen tartott szavazásokon.
A javításhoz való jogról szóló vélemény – melyet Emilie Prouzet társelőadóval együtt dolgoztunk ki – bemutatja, hogy a fogyasztóvédelmi kérdések egyre szorosabban összekapcsolódnak a környezetvédelmi aggodalmakkal. A javított termékekhez kevesebb nyersanyagra – és különösen: kevesebb kritikus fontosságú nyersanyagra –, ami pedig a legfontosabb, kevesebb hulladéklerakóra van szükség egy olyan időszakban, amikor az elektromos/elektronikus ágazatból származó hulladék becsült mennyisége évi 7,4 millió tonna.
Véleményünkben támogatjuk az európai bizottsági javaslatot, de azt kérjük, hogy egészen addig folytatódjon a munka, amíg a javításhoz való jog elméletből gyakorlattá nem válik. Gondolhatunk itt a javítás akadályozását célzó (pl. szerializációs) gyakorlatok betiltására, a felújított termékek és a 3D nyomtatás támogatására, valamint arra, hogy a javítóműhelyek tényleges támogatást kapjanak például képzési céllal. Emellett növelni kell a tudatosságot a fogyasztók körében, akik közül sokaknak már eszükbe sem jut megjavíttatni a dolgaikat a szimpla lecserélés helyett. Holisztikus fellépésre van szükség ebben a kérdésben, és minden érdekelt felet be kell vonnunk.
