EESRK bendradarbiavimas su pilietinės visuomenės organizacijomis Rusijoje grindžiamas penkiais pagrindiniais principais, taikomais ES ir Rusijos santykiams, dėl kurių susitarė ES užsienio reikalų ministrai ir Vyriausioji įgaliotinė užsienio reikalams ir saugumo politikai. Vienas iš šių principų yra „parama žmonių tarpusavio ryšiams“.

ES ir Rusijos pilietinės visuomenės atstovų dialogas ir keitimasis patirtimi reikšmingai prisideda prie nuolatinio ES ir Rusijos strateginės partnerystės įgyvendinimo. Santykiuose su Rusijos pilietine visuomene EESRK dirba dviem kryptimis, norėdamas užmegzti ryšius su kuo daugiau pilietinės visuomenės atstovų. Viena vertus, jis palaiko santykius su Rusijos Federacijos piliečių rūmais, savo oficialiu Rusijos partneriu, ir organizuoja, be kita ko, metinius bendrus seminarus abiejų šalių pilietinei visuomenei aktualiomis temomis. Kitas EESRK partneris yra Rusijos pilietinės visuomenės forumas, kuris vienija kitokias pilietinės visuomenės organizacijas.

ES ir Rusijos tęstinio darbo komitetas yra EESRK vidaus struktūra, kuri veikia kaip valdymo grupė ir yra atsakinga už santykių plėtojimą ir palaikymą ir bendrų seminarų su Rusijos pilietine visuomene rengimą.

(YEYS) 2016, 33 schools from 28 EU Member States and five candidate countries have been selected to take part.
