The EESC launched the idea of a Framework Directive on a European Minimum Income already in 2013 (SOC/482). As the principle of minimum income was integrated in the European Pillar of Social Rights (EPSR), it was again supported twice by the EESC (SOC/542 and SOC/564). Applying the open method of coordination (OMC) as the only mechanism to reduce poverty continues to be insufficient to achieve the target set in the Europe 2020 Strategy. Introducing a binding European framework for a decent minimum income in Europe, enabling minimum income schemes in the Member States to be made "decent" (adequate) is a key European response to the serious and persistent problem of poverty in Europe.

The EESC is of the opinion that building economic resilience, an objective that underlies the recommendations of the European Commission on the economic policy of the euro area, is of the utmost importance for the euro area economies. However, the Committee would like to stress that the pursuit of economic resilience should go hand in hand with increased labour market resilience, that is, the capacity of labour markets to weather shocks with limited social costs.
This opinion responds to a request from European Parliament for an exploratory opinion on gender equality in European labour markets, which had put a special emphasis on the pay situation and care obligations.
The opinion considers it necessary to draw up an integrated and ambitious European strategy to tackle systemic and structural obstacles and lead to policies for improving equality between women and men and to help implementing the European Pillar of Social Rights. It reiterates the EESC positions on the gender pay gap and work-life balance and recommends gender neutral pay systems. It pleads to fight gender segregation in education, training and the labour market, in particular of women belonging to vulnerable groups.
The EESC points out that a non-immigration scenario in Europe would mean among other things that Member States' economies would suffer substantially; demographic challenges would be aggravated; pension systems might become unsustainable; racism and xenophobia would flourish even more than at present. Non-integration bears economic, socio-cultural and political risks and costs. Hence, investment in migrant integration is the best insurance policy against potential future costs, problems and tensions.
In its opinion, the EESC welcomes the commitment to the renewed European Solidarity Corps (ESC) with an increased budget and target for participation. It also appreciates the merging with the EU Aid Volunteers. The Committee believes that in the future, the EU needs to develop two independent support programmes, one for youth and one for volunteering.
The EESC makes a series of concrete recommendations, such as: 1) the employment strand of the ECS needs to be subject to strict regulation and regular review; 2) there should be no age restriction on the ESC as it should be a support for volunteering; 3) the ESC should be restricted to the not for profit sector; 4)the main civil society platforms in the field (the European Youth Forum and the European Volunteering Centre) should be centrally involved in the regulation and oversight of the ESC.
The EESC supports the proposal for a Council Recommendation on access to social protection for workers and the self-employed. A proper coverage of workers in non-standard forms of work and the self-employed would be in line with the principles of the European Pillar of Social Rights. Access to social protection systems is key for fairer societies. The main outcomes would be: increasing the mutualisation of risk, income security, labour market dynamism, higher productivity, better allocation of resources, and reducing insecurity and poverty for individuals.
The Committee considers that the Commission's proposal for setting up a European Labour Authority (ELA) is, if adequately implemented, an important step in the right direction towards improving cross-border mobility, enforcing European and national legislation, fostering cooperation between national labour market authorities and improving access to adequate and up-to-date information, tackling illegal activities and strengthening the internal market, provided that the ELA respects national and European competences and the Member States demonstrate their support and cooperation.
The digitalised world of work will necessitate proper transition management – not only from the side of enterprises, but also from that of human capital.
On the one hand, enterprises have to identify and assess the new needs and draw up and implement plans for controlling the risks and reducing the costs of the transition; employees, on the other hand, should be provided with appropriate guidance and training, so that they can adapt to the new reality and be able to seize the opportunities offered and thrive.
Another aspect to be taken into consideration in the digitalised world of work is the use of data. Thanks to digital technologies and data, the evolution of trends is better understood and targeted support can be proposed to individuals; yet the use of these digital data should be regulated.
The opinion will build on the work already carried out by the Committee on the future of work.
