Study on "Culture, Cities and Identity in Europe"

Economic operators who have expressed their interest in this contract will be invited to submit a tender.

BACKGROUND

On 20 and 21 June 2016, the Various Interests Group of the European Economic and Social Committee (EESC) will organise a high-level conference at its headquarters in Brussels, entitled 'Culture, Cities and Identity in Europe'. Within this context, it has been decided to commission a study with the same title, which shall be presented at the above-mentioned conference. It should be noted that the event on 20 and 21 June will be organised in partnership with the 'Culture and Education' Committee of the European Parliament, the Centre for Fine Arts (Bozar) in Brussels and the Council of Europe.

The conference will address four topics:

1) Culture as a vehicle for economic growth;

2) Culture as an instrument for reconverting cities;

3) Culture as a tool for integration and inclusiveness;

4) Culture as a pillar of European identity within Europe and beyond (concept of cultural diplomacy).

STRUCTURE

The study should include the following sections:

A) Stocktaking of the facts and figures on culture in Europe, including its economic contribution (approximately 3-4 pages). For the purposes of this study, the term 'Culture' will refer to:

  • Traditional cultural industries (film and video, television and radio, video games, music, books and press)
  • Core Arts (visual Arts, performing Arts)
  • Heritage (cultural tourism)
  • Creative industries (design, architecture and advertising)

B)  An extensive summary of the existing studies/reports which cover the four topics to be addressed during the conference (see above).  For example, studies/reports by the European Parliament, the Council of Europe, UNESCO, etc. This section should constitute the largest part of the study

C) A short section which raises new questions, perspectives and dimensions to the four topics, following on from the review in chapter B).

LANGUAGES/GEOGRAPHICAL AREA

The study should be carried out in English and cover the Member States of the EU. Examples should be drawn from a minimum of ten Member States.  

INDICATIVE CALENDER

  • Launch of the invitation to tender: estimated timing is 7/03/2016
  • Deadline for submission of offers: 10 calendar days following the launching of invitation to tender
  • Contract award: estimated timing is 15/04/2016
  • Draft report: four weeks after the entry into force of the contract and not later than 1 June 2016
  • Final report: 15 June 2016

SELECTION CRITERIA

Full details to be provided in the official tender documents. However, expertise on the topic of culture, including the drafting of studies/reports on the topic of culture is required.
