The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Transport af varer ved hjælp af en kombination af vand- og landtransport vil blive lettere i Europa, så snart problemerne med intermodalitet er løst. I den udtalelse, der blev udarbejdet af Stefan Back og vedtaget på plenarforsamlingen i juli, bemærker EØSU, at manglende interoperabilitet og dårlig infrastruktur har stor betydning for udviklingen af integreret godstransport, idet operatørerne ofte ikke har andet valg end at benytte vejtransport. Dette har negative følgevirkninger for miljøet.
I forbindelse med vedtagelsen af udtalelsen påpegede Stefan Back, at EU har brug for en pragmatisk og ressourceeffektiv tilgang på lovgivningsområdet: "Vi skal straks tage fat på de udestående problemer og løse dem hurtigt. Multimodal transport og logistik skal være effektiv og bæredygtig, ikke dyrere, langsommere og mindre pålidelig end navnlig unimodal vejtransport. Der kan ikke skabes en holdbar løsning på lang sigt ved blot at etablere en ny specifik lovramme eller tilføre nye økonomiske ressourcer."
For nærværende er den multimodale godstransport hverken effektiv eller bæredygtig nok. Det at kombinere forskellige former for transport på vand og land medfører i dag betydelige meromkostninger som følge af omladnings- og transaktionsomkostninger ud over ulemper såsom lange leveringstider, kompleksitet, større risiko og mindre pålidelighed. På baggrund af ovenstående er multimodal transport på nuværende tidspunkt ikke særlig attraktiv. Hvis multimodal transport skal kunne spille en fuldgyldig rolle i transportsystemet skal den i sig selv blive konkurrencedygtig og sikre effektive og problemfri leveringer til samme pris som unimodale transportformer.
