Prijevoz robe kombinacijom vodnog i kopnenog prometa u Europi bit će jednostavniji čim se riješe problemi koji utječu na intermodalnost. U mišljenju koje je sastavio Stefan Back i koje je usvojeno na srpanjskom plenarnom zasjedanju Odbor napominje da nedostatak interoperabilnosti i loša infrastruktura imaju velik utjecaj na razvoj integriranog prijevoza tereta, zbog čega prijevoznici često nemaju drugog izbora osim cestovnog prijevoza. To pak ima štetan utjecaj na okoliš.
G. Back osvrnuo se na donošenje tog mišljenja i istaknuo da je, s regulatornog stajališta, EU-u potreban pragmatičan, resursno učinkovit pristup: „Moramo se izravno pozabaviti neriješenim pitanjima i brzo ih riješiti. Multimodalni prijevoz i logistika moraju biti učinkoviti i održivi, ne smiju biti skuplji, sporiji i manje pouzdani od, ponajprije, unimodalnog cestovnog prijevoza. Do dugoročno održivog rješenja ne može se doći samo uspostavom novog namjenskog regulatornog okvira ili ulaganjem novih financijskih sredstava.“
Trenutačno multimodalni prijevoz tereta nije dovoljno učinkovit i održiv. Kombiniranje različitih načina vodnog i kopnenog prijevoza danas podrazumijeva znatne troškove zbog troškova pretovara i transakcija, uz nedostatke kao što su dugo vrijeme isporuke, složenost, veći rizik i manja pouzdanost. S obzirom na sve navedeno, multimodalni prijevoz trenutačno nije vrlo privlačan. Kako bi se iskoristio njegov potencijal u prometnom sustavu, multimodalni prijevoz mora postati sam po sebi konkurentan i postići učinkovit i neometan protok uz jednake troškove kao i unimodalni prijevoz.
