2025 Strategic Foresight Report

Strategic Foresight Reports (SFR) are issued by the European Commission on different thematic topics in the form of an annual Communication, and the European Economic and Social Committee has adopted an opinion on each of the previous reports (2020, 202120222023).

Since 2022, EESC has an agreement with the European Commission to gather the views and insights of organised civil society in anticipation of the next year's report, thus fulfilling EESC's role of 'well-connected advisor' and increasing the participatory dimension of the exercise.

This hearing was designed to provide input towards our opinion on the 2025 Strategic Foresight Report  and assist the Rapporteur - Philip Von Brockdorff – and the study group members in providing forward-looking feedback for the 2026 SFR. In this vein, the hearing intended to indicate possible answers to the question of How the EU can shape its long-term role in a rapidly changing and uncertain world?

The hearing was organised in three panels focusing on three dimensions:

  1. The role that strategic foresight can play in geopolitics;
  2. the EU's future role in a changing geopolitical landscape; and
  3. economic and global governance perspectives.

Each round of presentations was followed by a rich debate between the study group members, the EESC Section/CCMI Presidents and the speakers.

  1. PANEL 1: STRATEGIC FORESIGHT IN GEOPOLITICS
    • Thematic focus: Exploring how foresight methodologies can inform geopolitical positioning, anticipate global trends, and strengthen resilience.
  2. PANEL 2: THE EU’S FUTURE ROLE IN A CHANGING GEOPOLITICAL LANDSCAPE
    • Thematic focus: Exploring how major players are approaching the changing landscape and assessing the EU’s capacity to act as a geopolitical actor amid multipolarity, regional instability, and systemic rivalry.
  3. PANEL 3: ECONOMIC AND GLOBAL GOVERNANCE PERSPECTIVES
    • Thematic focus: Understanding economic interdependencies, global governance reforms, and the role of the EU in shaping fair and sustainable economic systems.
