The EESC proposes two pillars for an external energy policy of the EU:
Securing EU supply of energy, and
An active and responsible energy and climate policy.
In the view of the EESC, EU needs a developed strategy on external energy policy and a practical action plan. Recognising the mutual interdependence between suppliers and users of energy, the EESC in particular urges for reciprocity on access to networks and conditions for investments, including access to upstream investments.
