In view of the COVID-19 crisis, which has led to a virtual halt in sales in 2020, the EESC has examined the European Commission's proposal for a regulation which would allow Euro 4 motorcycle manufacturers to sell beyond 1 January 2021 vehicles they had in stock on 15 March 2020.

The revamped Union Civil Protection Mechanism (UCPM) is a tool through which the EU supports, coordinates and supplements actions of EU Member States in the field of civil protection in order to prevent, prepare and respond to natural and man-made disasters within and outside the EU. The new proposal aims to strengthen the UCPM to ensure that the EU and its Member States are better prepared to respond to large-scale emergencies such as the COVID-19 pandemic.

The Commission aims for more ambitious 2030 emissions reduction targets, both in the EU and internationally. President von der Leyen wants the EU to lead international negotiations to raise the ambition of other major emitters by 2021, and has pledged to put forward a comprehensive, responsible plan to increase the European Union's emissions reduction target for 2030, from 40 % towards 55 %. The plan should ensure a level playing field and stimulate innovation, competitiveness and jobs, based on social, economic and environmental impact assessments.

The 2030 climate plan Communication, adopted on 17th September 2020, sets out the proposed targets, as well as potential implications for the overall regulatory and enabling framework. It describes the overall architecture of policy measures to be put in place to achieve that target.

Own-initiative opinion postponed to the autumn

The purpose of the opinion is to examine the extent to which existing EU company law currently serves as an "expedient" for the politically-desirable Green Deal and which gaps still need to be closed, in particular regarding corporate social responsibility obligations. The opinion will aim at following-up on the European Commission's initiative on due diligence and broadening the debate on sustainable corporate governance interlinking the social, environmental and economic dimensions.

The opinion aims at undertaking a codification of Regulation (EC) No 924/2009 of the European Parliament and of the Council of 16 September 2009 on cross-border payments in the Community and repealing Regulation (EC) No 2560/2001. The new Regulation will supersede the various acts incorporated in it; this proposal fully preserves the content of the acts being codified and hence does no more than bring them together with only such formal amendments as are required by the codification exercise itself.
