Study - Structured youth engagement in the aftermath of the European Year of Youth 2022: mapping local, national, EU and international good practices

The European Economic and Social Committee (EESC) is planning to launch a procurement procedure for a study on Structured youth engagement in the aftermath of the European Year of Youth 2022: mapping local, national, EU and international good practices.

WHAT IS THIS PUBLICITY ABOUT?

This announcement is made pursuant to Annex I.14 of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, to award a low value contract for a study as a result of a negotiated procurement procedure. It is published ahead of the procurement procedure with basic information on the subject matter of the contract, to give economic operators the possibility to express interest in participating as tenderers in the subsequent procurement procedure.

DESCRIPTION

The overall objective of the European Year of Youth was to reinforce the efforts of the European Union (EU) and its Member States, regional and local authorities to support and engage with young people in a post-pandemic perspective on topics like education, employment, climate action and participation.

In the aftermath the European Year of Youth 2022, it is important to reflect on how to tackle the intergenerational aspect of climate and sustainability policies and to establish structured and meaningful youth engagement at all stages of EU decision-making processes, from the drafting of legislative proposals and initiatives through to implementation, monitoring and follow-up.

The implementation of the Sustainable Development Goals through the European Green Deal requires a new approach to a more inclusive multi-stakeholder governance model that would put young people at the heart of the engagement process and go way beyond ad hoc meetings and mere calls for consultation.

As a first step, the study shall provide a general overview of the ongoing good practices and experiences of structured youth engagement in decision-making processes at the local, national, EU and international level. In particular, it shall assess the current level of structured and meaningful youth engagement in the Member States and the EU Institutions.

As a second step, the study shall provide at least four case studies of participation mechanisms for detailed analysis: one at local level, one at national level, one within the EU institutions and one within another major international organisation (FAO, UNEP, UNDP, etc.). Special attention should be given to the structure of the good practices, the selection processes of participants and the follow-up mechanisms in place.

As a third step, the study shall provide EU policy recommendations and propose possible actions for future EESC initiatives. The overarching goal of the study is to map and draw lessons from good practices of structured youth engagement to help the EU institutions, and in particular the EESC, to develop the necessary and appropriate mechanisms to ensure that the voices of young people are duly heard.

The study will build upon the EESC opinions Towards structured youth engagement on climate and sustainability in the EU decision-making process and The EU Youth Test and the EESC resolution The long-lasting legacy of the European Year of Youth: youth mainstreaming and empowerment. It will help review and improve the recently launched Youth Climate and Sustainability Round Tables and define options for new participation mechanisms within the EESC.

Languages/geographical area

The study should be carried out in English, and cover all Member States, the EU Institutions and other major international organisations.

Indicative timeline

  1. Launch of the invitation to tender: March-April 2023.
  2. Contract award: May 2023.
  3. The final study report is expected within 8 months following the signature of the contract.
  4. Deadline for submission of tenders: approximately 4 weeks following the launch of the invitation to tender.

WHO MAY EXPRESS INTEREST IN BEING INVITED TO THE SUBSEQUENT CALL FOR TENDERS?

Participation is open on equal terms to all natural and legal persons established in the European Union (EU) or in a third country which has a special agreement with the EU in the field of public procurement on the conditions laid down in that agreement. This includes:

  • All EU Member States;
  • Parties to special international agreements with the EU in the field of public procurement:
    • European Economic Area agreement (EEA): Iceland, Norway and Liechtenstein;
    • Stabilisation and Association Agreements (SAA): North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina and Kosovo.
