Name
Several European private stakeholders' organisations such as FEFAC (compound food producers), FAMI-QS (feed additives and premixtures), FEDIAF (pet foods), COCERAL (Trade of cereals, rice, feedstuffs, oilseeds, oils and fat), COGECA (Agri-cooperatives), AFF (starch industry) and FEDIOL (oil and protein meal industry). National stakeholders organisations. The guides are also available at the websites of the respective stakeholders' organisation.
Objective(s)
Articles 21 and 22 of Regulation 183/2005 laying down requirements for feed hygiene encourage private stakeholders´ organisations to establish guides to good practice in the animal feed sector as well as guides on application of principles of Hazard Analysis and Critical Control Point (HACCP), both at national level (if necessary) and at Community level. The purpose of these guides is to facilitate the practical implementation of feed hygiene requirements in different establishments.
EU guides are often more general and may be directly applied or serve as a framework for more specific national guides.

    Succinct description of the type of Monitoring
    Member States shall transmit national guides to the Commission. The Commission shall set up and run a registration system for such guides and make it available to the Member States.
    Before EU guides to good practice for hygiene or for the application of the HACCP principles are developed, the Commission shall consult the Committee on the Food Chain and Animal Health. The objective of this consultation shall be to consider the case for such guides, their scope and subject matter. Where Community guides are prepared, the Commission shall ensure that they are developed and disseminated: By or in consultation with appropriate representatives of European feed business sectors and other interested parties, such as consumer groups; In collaboration with parties whose interests may be substantially affected, including competent authorities. Committee shall assess draft EU guides to ensure that: They have been developed in accordance with the regulation; Their contents are practicable throughout the Community for the sectors to which they refer; They are suitable as guides for compliance. The Commission shall invite the Committee periodically to review any Community guides prepared, in cooperation with the other entities of this Article. The aim of this review shall be to ensure that the guides remain practicable and to take account of technological and scientific developments. The titles and references of EU guides prepared in accordance with this Article shall be published in the C series of the Official Journal of the European Union.

    The use of the guides by operators is voluntary. When an operator claims to use the guide as his way of applying the requirements, he will be inspected/audited using the guide as reference document.
