    Succinct description of the type of Monitoring
    Regular update and follow-up of the Code of Conduct are jointly monitored and reported each year in the frame of the European Committee for Social Dialogue. Since the first report, submitted in February 2004, implementing reports were presented each year on the last working day of February and can be accessed on the joint CEFS-EFFAT web site “www.eurosugar.org”. The eighth report will be presented at the plenary session of 28.2.2011. With reference to standard 7 on “restructuring”, practical web based tools were created i.e. in 2006 a practical guide on access to structural funds, in 2010 an interactive tool on improvement of employability in the sugar industry, with public access on “http://eurosugar.org”. While respecting the principle of the autonomy of the social partners, the Commission publishes autonomous agreements and informs the European Parliament and the Council after undertaking an ex-ante assessment as it does for 154(2) (ex Article 139(2)) agreements to be implemented by Council decision. Upon the expiry of the implementation and monitoring period, while giving precedence to the monitoring undertaken by the social partners themselves, the Commission undertakes its own monitoring of the agreement, to assess the extent to which the agreement has contributed to the achievement of the Community's objectives.
