    The European Economic and Social Committee (EESC) has been advocating for organised civil society and citizens at global, national and subnational levels to be fully involved in the development, review and, above all, implementation of the Paris Agreement. With the general framework agreed at the COP21 in Paris, it is now also the role of non-state actors, including civil society, to work together to implement it. Multi-level and multi-stakeholder climate governance is the strong focus of our work in 2017 and beyond.

    In November 2016 the European Economic and Social Committee (EESC) and the International Labour Organisation (ILO) had a high-level dialogue on the future of work bringing together more than 300 representatives of the social partners and civil society in Europe.

    Participants discussed possible solutions to future of work challenges and examples of good practice that will feed into the ILO Centenary Initiative on the Future of Work. The contribution of civil society in Europe to this debate is crucial in shaping a world of work that will best serve people and the economy.

    This study focuses on the use of trilogues and early agreements in the European Union (EU). Today, trilogues form the standard operating procedure for reaching agreements between the European Commission, European Parliament, and the Council of the EU. The use of trilogues has long raised concerns about public transparency and accountability. Much has already been done to improve the way in which each institution’s negotiating team is held accountable to their respective institutions. However, there is still scope for improving the transparency of trilogue meetings.
