The EESC believes that the current framework for international ocean governance is unable to ensure the sustainable management of oceans and their resources, and urgent action is imperative. However, the Commission and the High Representative still need to prioritise the threats currently faced by our oceans in order to adequately reflect the urgent need for action. One of the causes of ineffective international ocean governance is the existence of gaps in the current international ocean governance framework. The EESC recommends that the Commission and High Representative address these gaps and inconsistencies, but also that they increase compliance with existing rules, for example by improving the implementation of the Marine Strategy Framework Directive. The EU should refrain from proposing any new legislation when better or more coordinated implementation of existing rules and regulations would be more efficient.
The EESC is committed to open and fair trade and recognises its value as a driver of growth and jobs. Therefore, the EESC calls for a level playing field between European and third country exporting producers, and for effective trade defence instruments. The EESC supports the Commission's proposal that the dumping margin should be calculated not using the standard methodology, but on the basis of benchmarks that take account of significantly distorted production and sale costs. The EESC points out that in its 2016 opinion on preserving sustainable jobs and growth in the steel industry, it already called for the standard methodology not to be used in anti-dumping and anti-subsidy investigations into Chinese imports as long as the country failed to meet the EU's five criteria for market economy status. The EESC welcomes the Commission's intention of using specific criteria to determine whether there are significant distortions in the market situation.
The EESC opinion provides input to the Commission's proposal for a Regulation on the definition, presentation and labelling of spirit drinks, the use of the names of spirit drinks in the presentation and labelling of other foodstuffs and the protection of geographical indications for spirit drinks.
In the opinion on "Inclusive Islands" drawn up at the request of the Maltese Presidency of the EU, the EESC identifies permanent solutions for islands to address their structural difficulties. Europe's islands are home to over 21 million people. They account for approximately 4% of the EU-28's total population. There is therefore an urgent need for the adoption of an integrated policy framework to address the economic, social and territorial cohesion issues faced by European islands. The EESC calls for a greater effort to be undertaken by the EU to recognise the uniqueness of the challenges facing islands.

The Mid-term evaluation of the Connecting Europe Facility (CEF) is one of the evaluations on which the Commission is consulting the EESC.
The CEF was proposed as a financing programme for the completion of trans-European infrastructure networks in the fields of transport, energy and information and communications technology (ICT).
The European Economic and Social Committee (EESC) welcomes the opportunity to take part in the evaluation of the CEF programme. Transport, energy and ICT are also the core of the EESC Smart Islands Project. Therefore, the EESC's response is based on the above mentioned project, which analyses primary data collected through fact-finding missions taking place in the EU in the course of 2015 and 2016.

The EESC welcomes the CEF's support for clean, low-carbon transport and sustainable energy structures, as well as the attention given to energy vulnerability. However, the Committee would like to see more financial resources allocated to the CEF.
It will be possible to meet the expectations of city "users" – inhabitants, businesses, visitors and administrators – thanks to digital service ecosystems overlaying high-quality material and immaterial enabling infrastructure. Establishing this infrastructure will also have a significant impact in terms of growth, employment and productivity.

The EESC endorses the European Strategy for Low-Emission Mobility (the strategy), including its aims and methods, and its holistic approach, which provides coherence between transport and other policy areas. It would have liked this approach to be further developed in terms of the links between the strategy and the communication on the upgrading of the internal market. This also applies with regard to the prospects of the digital economy and the development of a sharing economy and a circular economy. It underscores the potential effects of these developments on transport patterns, and draws attention to their social implications.

This exploratory opinion was drawn up at the request of the European Commission in the framework of the mid-term evaluation of the LIFE programme over the 2014-2020 period. It reiterates the support of the European civil society in favour of an independent budget line dedicated to the environment and looks at possible options for improving LIFE after 2020.

It is expected that the new challenges of electrification, digitisation, connectivity and mobility will define the structural transformation of traditional automobile manufacturing. The European Economic and Social Committee (EESC) endorses the priorities set out in the European Commission's 2017 Annual Growth Survey.
The European Semester is seen as a good instrument for further progress in policies and reform, leading to recovery and employment. The AGS 2017 outlines the most pressing economic and social priorities, accompanied by specific recommendations, however the EESC takes very seriously the negative aspects of the rules of the Stability and Growth Pact and Country-Specific Recommendations applied at national level to set the euro area fiscal stance.
The European Economic and Social Committee (EESC) welcomes the establishment of the European External Investment Plan (EIP) and the proposal for a Regulation on the European Fund for Sustainable Development (EFSD) and establishing the EFSD Guarantee and the EFSD Guarantee Fund as steps in the right direction towards tackling the causes of irregular migration at its roots. The eradication of poverty is also a goal on which the EFSD should focus. The Committee calls for a particular focus on resolving the situation in the countries that are the main source of migration where economic, social and security conditions have led to economic devastation and spiralling poverty while blocking any efforts towards sustainable development.

The EESC appreciates the European Commission's effort to apply an economic policy that focuses on supporting the strong, sustainable, balanced and inclusive growth of the euro area as well as a balanced mix of monetary, fiscal and structural instruments in order to achieve this, including a positive fiscal stance.

The EESC welcomes the Commission proposal for a Council Directive to improve double taxation dispute resolution mechanisms in the EU. Double taxation is one of the biggest tax obstacles to the Single Market. There is an urgent need for mechanisms ensuring that cases of double taxation are resolved more quickly and more decisively when they arise between Member States. Therefore it is urgent to implement this proposal.

The European Economic and Social Committee (EESC) believes that the European Agenda on Migration should be designed so as to take into full consideration the humanitarian dimension of its scope, and the EU should not forget its fundamental commitments and legally binding rules to protect lives and human rights, especially of people in danger. The EESC supports the vision to provide a long-term response to migration, addressing the root causes of migration and creating a dialogue with third countries based on cooperation and shared responsibility. Tailored and specific agreements with each country, with full respect of human rights are also supporter. Flexibility provides the right perspective and combination of actions and incentives.

The European car industry employs 2.5 million workers. Together they account for 8% of total value added in industry. Indirectly the sector provides employment for 12 million workers. European exports of cars are twice as big as imports, resulting in a large trade surplus. European assembly plants produce one out of three cars worldwide. The sector is highly innovative as it accounts for 20% of industrial research funding in Europe.

The EESC is pleased that the Maltese Presidency has chosen "High quality education for all" as an priority theme. However, the EESC fears that the value of this initiative could be lost when austerity measures still apply to many of our societies, hindering them to fully benefit from high quality education. Europe should not forget the essential role played by high quality education for all in building up a European society committed to upholding fundamental rights and values.
