Report on Competition Policy 2025

Background

The European Commission’s Annual Competition Report 2025 summarises how EU competition policy supported competitiveness, resilience and the clean and digital transitions in 2025. It presents key initiatives to modernise and simplify the framework, notably the Clean Industrial Deal State Aid Framework (CISAF), updated State aid rules for affordable housing under SGEI, and ongoing reviews of the General Block Exemption Regulation, the Merger Guidelines and core antitrust procedures. The report also outlines enforcement action in State aid, antitrust, merger control, the Foreign Subsidies Regulation and the Digital Markets Act, and reports estimated consumer savings from enforcement.
