The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Kā atalgojums un uzņēmumu peļņa būtu jāapliek ar nodokli mūsdienu darba vides vajadzībām atbilstošā veidā? Jūlija plenārsesijā pieņemtajā atzinumā EESK sniedz atbildi uz šo jautājumu un vienlaikus atzinīgi vērtē tāldarba pieaugumu un mudina turpināt tā veicināšanu. Ar atjauninātiem un viegli izpildāmiem noteikumiem būtu jānodrošina, ka Eiropā darba ņēmēji un darba devēji nesaskaras ar nodokļu vairākkārtēju uzlikšanu vai netīšu neaplikšanu ar nodokļiem, jo viņi strādā no ārvalstīm.
“Mēs dzīvojam jaunā pasaulē, kurā cilvēki grib strādāt citādāk. EESK pilnībā atbalsta elastīgāku darba organizāciju un pārrobežu tāldarbu,” saka ziņotājs Krister Andersson. “Bet šī jaunā parādība rada arī nopietnas problēmas starptautiskajām nodokļu sistēmām un efektīvam Eiropas vienotajam tirgum.” Līdztekus citiem pasākumiem EESK ierosina Eiropas līmenī izveidot vienas pieturas aģentūru, piemēram, tādu, kas darbojas PVN jomā. Darba devējiem būtu jāziņo par dienu skaitu, ko tāldarbinieki nostrādājuši savā dzīvesvietas valstī un valstī, kurā atrodas darba devējs. Izmantojot šo informāciju, nodokļu iestādes varētu novērtēt, kurā valstī ienākumi būtu apliekami ar nodokli vai kāda ienākumu daļa būtu apliekama ar nodokli katrā valstī. Andersson kungs norāda, ka “šī sistēma dotu darba ņēmējiem un darba devējiem iespēju samazināt nodokļu strīdus starp dalībvalstīm un vienlaikus nodrošinātu nodokļu pareizu uzlikšanu, neprasot personai deklarēt ienākumus vairākās valstīs.” (tk)
