The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Hogyan adóztassuk meg a béreket és a vállalati nyereséget oly módon, hogy az megfeleljen a mai munkakörnyezet igényeinek? A júliusi plenáris ülésen elfogadott véleményében az EGSZB ezzel a kihívással foglalkozik, miközben üdvözli és ösztönzi a távmunka terjedését. Korszerű és könnyen követhető szabályoknak kellene gondoskodniuk arról, hogy Európában a munkavállalók és a munkáltatók ne szembesüljenek többszörös adóztatással vagy az adóztatás szándékolatlan elmaradásával a külföldön végzett munka miatt.
„Új világ köszöntött ránk, amelyben az emberek máshogy szeretnének dolgozni. Az EGSZB teljes mértékben támogatja a rugalmasabb munkavégzést és a határon átnyúló távmunkát” – szögezte le Krister Andersson előadó. „Ez az új paradigma azonban komoly kihívásokat is jelent a nemzetközi adórendszerek és a hatékony európai egységes piac számára.” Egyéb intézkedések mellett az EGSZB azt javasolja, hogy európai szinten vezessenek be egy olyan egyablakos ügyintézést, mint amilyen a héa területén működik. A munkáltatók jelentenék a távmunkások által a lakóhelyük szerinti országban és a munkáltató székhelye szerinti országban ledolgozott napok számát. Ezen információk birtokában az adóhatóságok fel tudnák mérni, hogy a jövedelem melyik országban lenne adóköteles, illetve a jövedelem mekkora része lenne adóköteles az egyes országokban. Krister Andersson rámutat, hogy „ez a rendszer lehetővé teszi a munkavállalók és a munkáltatók számára, hogy csökkentsék a tagállamok közötti adóvitákat, és egyúttal biztosítsák az adók helyes kivetését, anélkül hogy a magánszemélynek több országban kellene adóbevallást benyújtania”.
