Implementation of the National and Regional Partnership Plans (NRPPs): The role of civil society

The ECO Section will hold a policy debate with Declan Costello, Director-General of SG REFORM, on the implementation of the National and Regional Partnership Plans (NRPPs) under the next EU Multiannual Financial Framework (2028–2034). The discussion will focus on the role of organised civil society in the design, implementation and monitoring of the NRPPs, with particular emphasis on safeguarding the partnership principle and multilevel governance. The debate will also provide an opportunity to exchange views on the work of the ad hoc Working Group on the implementation of the NRPPs, which held its first meeting on 1–2 October 2026, and to explore how organised civil society can be meaningfully involved in this process. Particular attention will be given to ensuring transparency, accountability, stakeholder participation and territorial ownership, with a view to strengthening the effectiveness of future EU investments.

The event will be webstreamed and open to all interested stakeholders. No registration is needed and participation is free of charge.
