Background

The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for peace and prosperity for people and the planet, now and into the future. At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all developed and developing countries in a global partnership. They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

2023 is a crucial year for the Sustainable Development Goals. In the second semester of 2023, two significant events will occur. The annual High-level Political Forum on Sustainable Development (HLPF) in July 2023 and the SDG Summit convened under the auspices of the General Assembly in September 2023 will mark the mid-point in implementing the 2030 Agenda.

Also, this year, the European Commission undertakes the first-ever EU-level Voluntary Review of the implementation of the 2030 Agenda for Sustainable Development to take stock of the EU's internal and external implementation of the Sustainable Development Goals and to be presented in New York in July.

The Ministry of Social Rights and Agenda 2030 of Spain, as the incoming presidency of the Council of the EU, has requested an exploratory opinion to the EESC to take stock of the progress achieved on the Agenda 2030 to identify any outstanding challenges and put forward recommendations on how to enhance the impact of European policies on achieving the 2030 Agenda, both within and beyond the EU.
