Background
Interoperable digital public services are essential for successfully digitalising the European Union’s single market.
However, while more and more services provided by the EU public sector become digital, their level of interoperability is still insufficient. This proposal provides for the development of a European Interoperability Framework (EIF). The EIF stresses the importance of considering all different levels of interoperability – technical, semantic, organisational and legal – as well as taking an integrated governance approach. In addition, this proposal creates the premises to develop the necessary knowledge around interoperability and the respective solutions, especially among non-IT experts. Therefore, it is important to have a one-stop-shop to support trusted exchange of information – the Interoperable Europe portal.
