Strengthening the resilience of democracy: how to combat foreign information manipulation and interference (FIMI) on online platforms - Related Opinions

In this Opinion, the EESC warns that democracy, the rule of law and European values face growing threats from both external actors, such as third-country governments and tech companies, and internal ones, including some Member States, extremist parties and 'uncivil' society. It calls for stronger EU action through stricter enforcement of rule of law standards and conditionality, protection of civic space, and simpler, fairer funding for civil society, starting with the next multiannual financial framework (MFF). The EESC urges embedding democracy protection in enlargement policy and supporting candidate countries to build resilience. The Opinion also highlights the fight against disinformation and propaganda, promoting media literacy, reducing digital dependence on third countries, and reinforcing initiatives such as EuroStack and East StratCom to strengthen democratic resilience.

In this Opinion on the Defence of Democracy package, the EESC fully supports the transparency objectives of the proposed Directive on interest representation of third countries, but it also strongly disagrees with the proposed means. It therefore calls for a comprehensive EU-level approach that does not stigmatise interest representation service providers, does not shrink civic spaces in the EU, and does not undermine the credibility of the EU as an international actor. Concerning the Recommendation on elections, the EESC calls for harmonising the electoral process in all Member States to make it more inclusive and resilient, and fully accessible for all EU citizens with disabilities. Concerning the Recommendation on participation, the EESC calls for strengthening participative democracy, reforming the European Citizens’ Initiative (ECI), and setting up an EU-level framework for effective participation.

The "Reinforcing democracy and integrity of elections" package was issued by the European Commission in November 2021. The EESC was asked to address two of the three legislative components of the package: the revision of the Regulation on the statute and funding of European political parties and European political foundations, and a proposal for a Regulation transparency and targeting of political advertising. In this Opinion, the EESC welcomes the aims and motivation of the package but also suggests specific recommendations to make the text of the Regulations more ambitious. One of the main objectives of the Opinion is to promote conscious political participation by citizens and a role for civil society in ensuring transparent, accessible and honest political activities.

This opinion is the EESC's contribution to the implementation of the European Democracy Action Plan (EDAP) published by the European Commission in December 2020. The EESC welcomes the document, which it views as both positive and necessary, and recommends that the European Commission add to it a specific pillar for the involvement of civil society and social partners and the promotion of labour democracy. Indeed, the EESC regrets that the EDAP has failed to address the important role of the social contract, social dialogue and collective bargaining in reducing inequalities and encouraging Europeans to embrace democratic ideals. The EESC also believes that greater emphasis should be placed on civil dialogue, and it therefore reiterates its call for the creation of an annual Civil Society Forum on Fundamental Rights and the Rule of Law (SOC/627).
