The evaluation will take a broader perspective than the young farmers’ payments under the first pillar of the CAP and the measures for young farmers under Pillar II of the CAP. For example, aspects of how rural areas can be made more attractive could be analysed. Coherence with other EU policies and actions could also be taken into account. Furthermore, as Member States have unique competences in areas such as territorial planning, it may be necessary to also assess the impact of national policies and their coherence with EU actions.
