BACKGROUND

According to EESC opinion SOC/533[1], "The changing nature of work and employment relationships is developing rapidly. The challenge for the EU is to encourage innovation, technological development and creativity to drive and deliver positive outcomes for a sustainable and competitive social market economy. The impact of these developments on the labour market and standards, economy, tax and social security systems and the living wage need to be assessed. Creating a level playing field and fair digital economy for workers and for enterprises of all sizes and sectors as well as scaling-up digital skills, are some of the most important challenges we have to tackle. Europe and its social partners have a key role to play to ensure that this process leads to a positive, fair and sustainable result, and that any grey areas in rights and protections are addressed."

As stated in opinion CCMI/136, rapid technological advances are shaping the way we live and work and pro-active policy-making at the EU can and must ensure that the opportunities provided by digitalisation can be unlocked while the pitfalls are avoided or mitigated[2].

On the basis of the above EESC opinions and opinion SOC/542[3], the Workers' Group would like to continue to explore all possible tools for securing labour market transition and to support a fair and truly European labour market. The study should explore a possible positive project to respond to the risks related to digitalisation that workers are facing in the EU. In particular, the study should analyse the current challenges of the labour market transition and the possibility of EU transition funds for smart, sustainable and inclusive growth.

 

Languages/geographical area

The study should be carried out in English and the winning contractor should deliver analysis and recommendations at European Union level.
