The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

The EESC has six sections, specialising in concrete topics of relevance to the citizens of the European Union, ranging from social to economic affairs, energy, environment, external relations or the internal market.

I en nylig initiativudtalelse foreslog EØSU, at der oprettes et europæisk agentur, der skal afhjælpe manglerne ved EU-civilbeskyttelsesmekanismen, som ikke længere synes at være i stand til at tage hånd om klimaændringsrelaterede katastrofer og katastrofer som den nuværende krig i Ukraine.
Agenturet vil, som foreslået af EØSU, sammenkæde civilbeskyttelse og humanitær bistand mere konsekvent og kunne bane vejen for en stærkere udenrigspolitisk indsats.
På trods af styrkelsen og den retlige tilpasning af EU-civilbeskyttelsesmekanismen i maj 2021 har krigen i Ukraine vist, at der er et presserende behov for at forbedre mekanismen og forbinde civilbeskyttelse og humanitær bistand på en mere sammenhængende måde.
Christophe Quarez, ordfører for udtalelsen om Styrkelse af EU-civilbeskyttelsesmekanismen, udtalte:Med alle disse nye udfordringer, og særligt krigen i Ukraine, føler vi ikke, at mekanismen har tilstrækkelige eller tilstrækkeligt effektive værktøjer. Forslaget om oprettelse af et europæisk agentur for civilbeskyttelse og humanitær bistand vil hjælpe den ukrainske befolkning, og agenturet vil være bedre i stand til at behandle andre anliggender i forbindelse med katastrofer og humanitære krisesituationer.
Violeta Jelić, medordfører for udtalelsen, tilføjede:Civilbeskyttelse skal anerkendes og værdsættes bedre af alle deltagerlande i denne rene solidaritetshandling og følelsen af at høre til.
EØSU mener heller ikke, at den diplomatiske dimension af EU's civilbeskyttelse er tilstrækkeligt udviklet. Eftersom Den Europæiske Union har været førende med hensyn til at sende humanitær bistand til nabolandene, kan civilbeskyttelsesmekanismen blive et effektivt redskab i EU's udenrigspolitiske værktøjskasse.
EØSU har også foreslået en lovgivningsmæssig ændring for at give mulighed for automatiske og øjeblikkelige reaktioner under mekanismen i tilfælde af en menneskeskabt katastrofe eller krise, hvad enten det er inden for eller uden for EU's område. (at)
