Additional considerations on the way forward for the European Semester 2025

Every year in February, the EESC adopts an opinion linked to the European Semester Autumn Package, in response to a referral received from the European Commission on the corresponding document presented usually at the end of November every year. This year, the EESC adopted, on 26 February 2025, an opinion titled 2025 European Semester: Autumn package. For several years now, another opinion with additional considerations has been prepared for the second half of the year, taking into account any major economic developments throughout the year and providing a timely input for the next cycle.

The proposed own-initiative opinion "Additional considerations on the way forward for the European Semester 2025" would allow the EESC to reflect in a comprehensive manner on the current challenges for the European Semester, such as the ongoing implementation of the new fiscal framework, enabling the EU and its Member States to meet the investment needs of the green and digital transitions as well as that of defence, to foster sustainable growth and competitiveness, and to explore the interaction between the European Semester and the new Competitiveness Coordination Tool. It will be presented for adoption at the EESC Plenary on September 2025 in order to provide a timely input to the Commission's preparation of the next European semester Autumn Package expected again for November 2025.
