EESO je na marčevskem plenarnem zasedanju sprejel mnenje, v katerem je evropske institucije pozval, naj obravnavajo razdrobljeno izvajanje zunanjepolitičnih sankcij v državah članicah. EESO je zaskrbljen zaradi teh nedoslednosti in poziva k takojšnjemu ukrepanju za nudenje humanitarne pomoči in zaščito novinarjev v sankcioniranih režimih.
Svet Evropske unije sprejema zunanjepolitične sankcije za vse države članice. Vendar sta njihovo izvajanje in izvrševanje trenutno decentralizirana. To je privedlo do najrazličnejših opredelitev, področij uporabe, kazni in preiskovalnih zmogljivosti v državah članicah. Razdrobljenost spodkopava učinkovitost sankcij EU in lahko razdeli Unijo, saj so nekatere države manj stroge do kršitev sankcij kot druge. Za obravnavo teh vprašanj je Evropska komisija predlagala direktivo za standardizacijo kaznivih dejanj in kazni za kršitve sankcij EU.
EESO v mnenju o kršenju sankcij/kaznivih dejanjih EU poziva institucije EU, naj razširijo humanitarno izvzetje, da bi preprečile morebitne nenamerne negativne posledice za humanitarno pomoč in pomoč. „Želimo zaščititi dostavo humanitarne pomoči ljudem v stiski, ki živijo v sankcioniranih režimih,“ je pojasnil član EESO José Antonio Moreno Díaz, poročevalec za to mnenje. „Prosimo za stalno izvzetje iz humanitarnih razlogov, da bi zagotovili, da lahko humanitarno osebje deluje brez tveganja kazenske odgovornosti.“
EESO je poudaril, da je treba zasebnemu sektorju in organizacijam civilne družbe zagotoviti ustrezne informacije in proaktivno podporo, da se bodo lahko prilagodile novi zakonodaji in izpolnile zahteve režima sankcij. Države članice morajo imeti zadostne upravne zmogljivosti, sredstva in usposobljeno osebje za odkrivanje, pregon in kaznovanje kršitev sankcij. (gb)
