Background
The international humanitarian system is facing unprecedented pressure as conflicts, climate-related disasters and forced displacement drive humanitarian needs to record levels. At the same time, significant funding cuts are widening the gap between needs and available resources, leaving millions of people without life-saving support.
Against this backdrop, the European Commission and the High Representative adopted the Joint Communication Defending values, driving reform, delivering impact: the EU's humanitarian action in a shifting global order. The Communication sets out the EU's commitment to remain a trustworthy and reliable humanitarian donor, while adapting its way of working to maximise the effectiveness and impact of its humanitarian action. It is built around three priorities: protecting principled humanitarian aid through enhanced humanitarian diplomacy and inclusiveness, improving the efficiency of aid delivery through reforming humanitarian supply chains, and strengthening partnerships to address fragility and increase resilience.
