The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

The EESC has six sections, specialising in concrete topics of relevance to the citizens of the European Union, ranging from social to economic affairs, energy, environment, external relations or the internal market.

EØSU opfordrer indtrængende Kommissionen og medlemsstaterne til at udarbejde en plan, der skal øge EU's beredskab over for nødsituationer. Navnlig bør planen øge EU’s suverænitet inden for produktion af energi, fødevarer og vand samt udvinding af råstoffer.
Vinteren nærmer sig, og energipriserne er en bekymring hos borgerne. Derfor ønsker EØSU, at EU forbedrer sin modstandsdygtighed over for fremtidige kriser.
I en initiativudtalelse, som blev vedtaget på den seneste plenarforsamling, understreger EØSU sin overbevisning om, at den fortsatte indsats for at gøre energisystemerne mere modstandsdygtige over for naturkatastrofer, politiske kriser og andre nødsituationer bør indarbejdes i alle energipolitikker.
Dette bør omfatte hele produktionskæden, herunder forskning og udvikling, forarbejdning af materialer, design, fremstilling, installation samt etablering og vedligeholdelse af faciliteter i EU's indre marked. Autonomi vil bidrage til at udrydde energifattigdom og arbejdsløshed.
Ordfører for udtalelsen Paul Rübig efterlyste også støtte til borgere og forbrugere, der ønsker at investere i deres egen energiproduktion og -effektivitet: "Vi har brug for informationskampagner, skatteincitamenter og tilskud, og vi er nødt til at etablere en ny transportinfrastruktur i hele det indre marked, men også uden for EU".
Derudover opfordrer EØSU til at sikre forsyningen af kritiske råstoffer som kobber, litium, kobolt og sjældne jordarter gennem nye strategier for udvinding og genanvendelse i det indre marked. Udvalget anbefaler at beskytte kilderne til olie, kul, gas, uran, vand, fødevarer og dyrefoder og at udarbejde planer for rationalisering af energi-, fødevare-, vand- og sanitetsfaciliteter.
