Der EWSA fordert die Kommission und die Mitgliedstaaten nachdrücklich auf, einen Plan zur Verbesserung der Notfallvorsorge in der EU auszuarbeiten. Dieser Plan sollte insbesondere die Souveränität der EU bei der Energieproduktion, Nahrungsmittel- und Wassererzeugung sowie Rohstoffgewinnung stärken.
Angesichts des herannahenden Winters und der besorgniserregend hohen Energiekosten für die Bürgerinnen und Bürger fordert der Europäische Wirtschafts- und Sozialausschuss (EWSA) die EU auf, ihre Resilienz zu stärken, um besser für künftige Krisen gerüstet zu sein.
In seiner auf der jüngsten Plenartagung verabschiedeten Initiativstellungnahme zu diesem Thema bekräftigt der EWSA seine Überzeugung, dass in allen Bereichen der Energiepolitik laufend Maßnahmen ergriffen werden sollten, um die Widerstandskraft des Energiesystems gegen Naturkatastrophen, politische Krisen und sonstige Notfälle zu stärken.
Diese Maßnahmen sollten die gesamte Produktionskette von der Forschung und Entwicklung über die Rohstoffverarbeitung bis hin zur Planung, Herstellung, Errichtung, Inbetriebnahme und Instandhaltung von Produktionsstätten im EU-Binnenmarkt umfassen. Eine solche Autonomie würde zur Verringerung von Energiearmut und Arbeitslosigkeit beitragen.
Der Berichterstatter für diese Stellungnahme, Paul Rübig, fordert zudem Unterstützung für jene Bürger und Verbraucher, die in die eigene Energieerzeugung bzw. Energieeffizienz investieren wollen: „Wir brauchen Informationskampagnen, steuerliche Anreize und Beihilfen. Außerdem müssen wir im gesamten Binnenmarkt, aber auch außerhalb der EU neue Verkehrsinfrastrukturen errichten“.
Darüber hinaus ruft der EWSA dazu auf, die Versorgung mit kritischen Rohstoffen wie Kupfer, Lithium, Kobalt und seltenen Erden durch neue EU-Strategien für Bergbau und Recycling sicherzustellen. Er empfiehlt, Erdöl-, Kohle-, Gas-, Uran-, Wasser-, Nahrungs- und Futtermittelquellen zu sichern und Pläne für die Rationierung von Energie, Nahrungsmitteln, Wasser und Sanitäranlagen auszuarbeiten.
