Pred nekaj tedni so bili predstavljeni zakonodajni predlogi iz svežnja „Pripravljeni na 55“, tj. nabora ukrepov, povezanih s skladom za okrevanje, s katerimi bi po predlogu Evropske komisije dosegli cilj zmanjšanja emisij CO2 za 55 % do leta 2030. Evropski delodajalci, ki zdaj proučujejo napovedane ukrepe, v celoti podpirajo izbrano pot, vendar imajo pomisleke o številnih praktičnih vprašanjih.
Evropska industrija je že zdaj v ospredju pri vlaganjih v energetsko učinkovitost in energijo iz obnovljivih virov, vodik ter zajemanje in shranjevanje CO2. Zato se je treba za vsako ceno izogniti ideološkemu pristopu. Ta je bil pri podnebnih in energetskih vprašanjih, povezanih z zelenim dogovorom, pogosto uporabljen na obeh političnih polih in utegne nepopravljivo škodovati celotnim proizvodnim sektorjem ter s tem močno ogroziti delovna mesta in družbo, lahko pa bi tudi oslabil okrevanje gospodarstva.
Zlasti je treba omeniti, da bodo do leta 2030 po nekaterih ocenah morda potrebne naložbe v višini več kot 3,5 bilijona EUR, če bomo želeli doseči cilj 55 %, medtem ko razpoložljivi javni viri znašajo manj kot 1 bilijon oziroma manj kot tretjino potrebnih sredstev.
Pomembno je razumeti, da evropska industrija s svojimi tehnološkimi inovacijami in izdelki ter proizvodnimi procesi pomeni rešitev in ne oviro za doseganje ciljev razogljičenja. V nacionalnih reformnih programih ni dovolj sredstev za zeleno preobrazbo industrijskega sektorja.
Zato je treba nujno ukrepati ter vzpostaviti usklajen in prilagodljiv regulativni okvir, da bo energetski trg resnično povezan, poskrbeti za enake konkurenčne pogoje v odnosu do držav, ki se ne sledijo podnebnim ciljem Komisije, zlasti v sektorjih z velikimi emisijami, ter udejanjiti naložbene in inovacijske politike, da bodo evropski industrijski ekosistemi odpornejši in tehnološko bolj dinamični.
