The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

Dažas nedēļas pēc tam, kad tika prezentēta pakete “Gatavi mērķrādītājam 55 %” – ar Atveseļošanas fondu saistītu pasākumu kopums, ko Eiropas Komisija paredzējusi, lai līdz 2030. gadam par 55 % samazinātu CO2 emisijas –, Eiropas darba devēji ir sākuši analizēt ierosinātos pasākumus. Viņi pilnībā piekrīt izvēlētajam virzienam, taču ir nesaprašanā par daudziem praktiskiem aspektiem.
Eiropas rūpniecība jau tagad intensīvi iegulda energoefektivitātē un atjaunīgā enerģijā, kā arī ūdeņraža tehnoloģijā un CO2 uztveršanā un uzglabāšanā. Tādēļ ir svarīgi nekādā ziņā nepieļaut ideoloģisku pieeju. Tāda pieeja bieži tika īstenota neatkarīgi no politiskās nostājas attiecībā uz klimata un enerģētikas jautājumiem, kas saistīti ar zaļo kursu, un tā rada neatgriezeniska kaitējuma draudus visām ražošanas nozarēm, kā arī lielu risku nodarbinātībai un sabiedrībai, un tā varētu apdraudēt ekonomikas atveseļošanos.
Ir īpaši jāatzīmē, ka saskaņā ar dažām aplēsēm 55 % mērķa sasniegšanai varētu būt vajadzīgas investīcijas vairāk nekā 3,5 triljonu EUR apmērā līdz 2030. gadam, taču pieejamo publisko resursu apjoms ir mazāks par 1 triljonu EUR, t. i., mazāks par trešdaļu no nepieciešamās summas.
Ir jāsaprot, ka Eiropas rūpniecība ar savu produktu un ražošanas procesu tehnisko inovāciju ir risinājums, nevis šķērslis dekarbonizācijas mērķu sasniegšanai. Valstu reformu programmās nav pietiekamu līdzekļu zaļai pārveidei rūpniecības sektorā.
Šādā situācijā ir svarīgi rīkoties, nosakot saskaņotu un elastīgu tiesisko regulējumu, lai izveidotu patiesi integrētu enerģijas tirgu, un nodrošinot vienlīdzīgus konkurences apstākļus attiecībā uz valstīm, kuras neatbalsta Komisijas mērķus klimata jomā, – it īpaši attiecībā uz nozarēm, kurās ir augsts emisiju līmenis, – un īstenojot ieguldījumu un inovācijas politikas pasākumus, lai Eiropas rūpniecības ekosistēmas kļūtu noturīgākas un tehniski dinamiskākas.
