    Climate change is a matter of urgency and demands a green shift in our economies. To achieve the EU's climate targets, a profound modernisation of the capital stock is needed. This entails a massive expansion of public investments. The need for an EU-level investment fund to finance the green transition is also a matter of economic strength and sustainable competitiveness. One central element of closing the financing gap is an investment friendly reform of the EU fiscal rules. While the reform process is still ongoing and is supposed to be finished by the end of this legislature, it is already clear that the fiscal space for public investments at national level will not significantly increase with the reform.

    Composition of group

    The objective of this Information Report is to investigate the situation of the CSOs of the ASEAN region. Due to the fact that the trade and sustainable development chapters of all trade agreements must be monitored by the DAGs of the given country, we have to be prepared for this task. There are two functioning DAGs from the ASEAN region (Singapore and Vietnam) at the moment but there needs to be an assessment of the CSO organizations of the other countries.

    European Works Councils (EWCs) are information and consultation bodies which ensure that employees are involved in decisions related to transnational issues. They concern companies with over 1,000 employees operating in at least two EU or European Economic Area countries. The current Directive 2009/38/EC sets out the procedures for establishing EWCs and informing and consulting them on transnational matters. The proposed revision aims to strengthen the role of EWCs by facilitating their creation, promoting more meaningful information and consultation, and ensuring they have the necessary capacity to carry out their work. It also seeks to improve the gender balance of EWCs.

    The European Council of December 2023 discussed the EU enlargement policy, including the stabilisation and association process and next steps in this respect. The enlargement policy will be one of the top priorities for the next coming years. One of the most important aspects of the enlargement process will be the cohesion policy and the structural funds.

    The need for a structural policy to be applied following enlargement is justified both by the external necessity of reducing the gap between the applicant countries and the EU average and by the internal necessity of combating increasing disparities amongst and within accession countries.

    The European Commission has requested from the EESC an exploratory opinion on industrial and technological approaches and best practices supporting a water resilient society. Building on EESC's previous work on the EU Blue Deal, this exploratory opinion aims to make concrete recommendations on how to boost the development and uptake of new water technologies and best practices in the EU and support notably industries in the transformation towards a water-resilient society, taking into account sectoral constraints.

    The Territorial Agenda (TA) 2030 is an inter-governmental declaration with no direct legal, financial or institutional implementation instrument. The application of the Territorial Agenda 2030 relies on informal multilevel cooperation between Member States, sub-national authorities, the European Commission, the European Parliament, the European Committee of the Regions, the European Economic and Social Committee, the European Investment Bank and other relevant players.

    This Own-Initiative Opinion is proposed by the Group on Fundamental Rights and the Rule of Law (FRRL).

    Violence against women is the ultimate expression of discrimination against women. It represents a control mechanism that stems from inequality between women and men while at the same time reinforcing and perpetuating this inequality. Not only does this undermine equal coexistence between men and women, it also constitutes an attack on the values and principles enshrined in Article 2 of the TEU. In the 2023 State of the Union address, Commission President Ursula Von der Leyen stressed that "there can be no true equality without freedom from violence".
