The own-initiative opinion aims to contribute to the Farm to Fork Strategy objective to stimulate sustainable food processing, wholesale, retail, hospitality and food services practices by providing the views and experience from organised civil society and stakeholders from across the food supply chain and by highlighting producers' good practices to increase the availability and affordability of healthy, sustainable food options.

The coronavirus pandemic has hit the health of Europe's citizens and its economy hard, notably its industrial production. The European companies in the sectors with high consumption of resources and energy (REIIs) were already in a precarious situation, and are now undergoing this further, unexpected, crisis.

In the rapid transformation process of the global industrial landscape, digitisation has assumed a fundamental strategic function. It now covers the entire cycle of the value chain of products and services and involves both large enterprises as well as small enterprises and micro enterprises. In this process, the need for flexibility and speed of adaptation often lead to the need to outsource parts of the production process to professionals who often have the position of "freelancers".

The EESC welcomes the NRRPs as an unprecedented opportunity to drive change and trigger investments in sustainable growth and creation of quality jobs. It urges the Commission to put in place measures that guarantee structured involvement of the social partners, CSO and youth organisations in the implementation and monitoring of the NRRPs. It calls on the Member States to ensure quality and inclusive guidance and counselling for all young people in order to provide them with more information on their further education and, subsequently, on career possibilities in the context of the green and digital transition of the labour market. Close attention should be paid to the issue of mental health and psycho-social disorders, especially among young people, by reducing the stigma around mental health issues through prevention and awareness-raising work.

In this opinion, the EESC underlines that volunteering involves millions of citizens in the European Union, acting out of solidarity for others, individually or within organised structures (both informal and formal). This movement requires systematic and thoughtful support, at both EU and Member State level, because its impact on social development is many times greater than the potential cost. The activity of volunteers has real economic value; in many social spheres volunteers are necessary to ensure the basic needs of citizens, including their safety; volunteers play a crucial role in implementing all the UN Sustainable Development Goals; and volunteers are present in every social and age group. The EESC therefore thinks it is unreasonable to limit EU-level and EU-funded volunteer support programmes to just young people.

In its opinion, the EESC highlights that one of the main challenges the retail sector is facing is the lack of an online level playing field with third-country traders. It agrees that a solid ambitious digital policy for the retail sector is needed in Europe to take advantage of the opportunities that the digital innovation offers for enhancing Europe’s competitiveness. The EESC also believes that for the retail sector, taking on board the green transition provides an opportunity for the retail sector to help consumers make more sustainable choices in their consumption.

The EESC highlights the potential of Euro-Mediterranean trade to contribute to sustainable development in the Euro-Mediterranean area and consequently encourages and supports the modernisation and extension of the bilateral Free Trade Agreements included in the eight Euro-Mediterranean Association Agreements.

Recent years have been marked by a persistent global decline in democratic values and the rule of law. While many differences remain and have to be acknowledged, North America has unquestionably been our closest historical ally in championing democracy and its values across the world. The arrival of the new administration in the US has provided a new momentum and a unique opportunity to build the new transatlantic partnership and jointly manage not only the internal, but also global challenges, especially with regard to powers which do not share the same values, such as China or Russia. President Biden's initiative to organise a Summit for Democracy at a time when autocracies are on the offensive is only the first step in building a strong international democratic alliance.

The EESC believes that an economic transition from a model driven by growth to one predicated on sustainability is inevitable. Given the sheer complexity of and the huge challenges posed by this transition, the proposals for new indicators set out in this opinion are only one example of approaches that could be taken when it comes to tools for measuring the social, economic and environmental situation. A concise "Beyond GDP" scoreboard should be designed and incorporated into the European Green Deal scoreboard and the European economic governance process. Indicators that look beyond GDP must be able to do more than merely monitor and measure: they must inform policy development, improve communication and promote target setting.

The EESC welcomes the proposal's intention to implement the EPSR and other EU initiatives aimed at making quality and inclusive education a reality within the green and digital transitions. The EESC calls on Member States to ensure that blended learning is not detrimental to the social value of education or to the relevance of face-to-face teaching. They need to ensure that blended learning is established to support the quality and inclusion of education, in particular for children in need. The EESC notes that well-developed blended learning needs to be supported by sustainable public investment and should be implemented in curricula with a whole-school approach, taking into consideration the needs of teachers, students and their families.
In its opinion, the EESC supports the European Commission's proposal, given its major socio-economic importance for the region. The maintaining of the suspension of customs duties on imports of industrial products, as well as the extension of the product categories it covers, is considered to be beneficial for the Canary Islands' economy, which has suffered particular economic damage in comparison with other EU regions due to the COVID-19 pandemic, especially in relation to domestic GDP volume.

In its opinion, the EESC welcomes the proposal for a Regulation on general product safety (GPSR) as it updates and has the potential to improve the current Directive 2001/95/EC on general product safety (GPSD), especially with regard to the challenges and new developments in markets and technology.
In its opinion, the EESC focusses on the revision of the Consumer Credit Directive which has some shortcomings: a certain number of important obstacles are due to the application, implementation and enforcement of the Directive as well as wider market developments not foreseen at the time it was drawn up in 2008.

The EESC endorses the Commission proposal and agrees that action must be taken to bolster the instruments safeguarding the EU market and its businesses. This will entail plugging a gap in the legislative framework as regards competition, trade and public procurement with a view to guaranteeing fair competition which is not distorted by foreign subsidies. Some aspects of the intrinsically complex and far-reaching legislative mechanism need to be further refined.

This opinion comments on the new EU strategic framework on health and safety at work for the period 2021-2027. The framework sets out the key actions needed to improve workers' health and safety over the coming years and focuses on three objectives: managing change brought by green, digital and demographic transitions as well as changes to the traditional work environment, improving prevention of accidents and illnesses, and increasing preparedness for any potential future crises. The EESC broadly agrees with the vision set out in the strategic framework but proposes also additional measures and initiatives to be integrated in the strategy.

This opinion deals with the new Strategy for the future of Schengen issued by the European Commission last June. The Strategy is part of a broader effort to update and strengthen Schengen, which also includes a proposal to amend the regulation on the Schengen evaluation and monitoring mechanism. In this opinion, the EESC welcomes the Commission's Strategy towards a fully functioning and resilient Schengen area and reaffirms its full support for the principles underlying Schengen cooperation. Nevertheless the opinion also advances some concerns, such as: reports of fundamental rights violations at the EU's external borders; the semi-permanent reintroduction of border controls at parts of Member States internal borders and the negative economic and social impact this has had on businesses, and in particular frontier workers, border communities and Euroregions.
