Caregivers

Practical information

Summary

This opinion would follow up on the OIO on family caregivers (SOC/730), deepening the following aspects:

  • circumscribe and process the data available for 2018, or possibly later, with those of some Member States;
  • outline the relationship between the duration and intensity of the informal assistance provided;
  • determine the different potential beneficiaries of policies for family caregivers of informal care;
  • evaluate the existing measures in at least 6 Member States by comparing them, also with the use of specific missions of the study group;
  • develop guidelines to outline the legal nature of the family caregiver;
  • develop proposals and guidelines on safety and health protection at work, forms of flexibility of employment relationships in favor of workers who assist their family members, social security assistance and any forms of remuneration and prevention of impoverishment if unemployed;
  • define the role of the social partners in particular in the case of workers involved in assisting people with disabilities, the chronically ill and elderly with dependency needs.

If it is of interest to the Spanish presidency opinion, the opinion could take up elements of the requests for exploratory opinions on "Migrant workers in the long-term care sector" and "Joint responsibility care" to which the EESC will respond with references to earlier work due to the tight deadlines for these requests.
