Report on Competition Policy 2025

Key points

The EESC:

  • welcomes the Commission’s efforts to modernise EU competition policy so that it supports competitiveness, innovation and resilience, while preserving effective competition, the integrity of the single market and the European social market economy;
  • supports the ongoing modernisation and simplification of competition tools and procedures, and calls for reducing unnecessary administrative burdens while maintaining effective enforcement;
  • stresses that competition rules, especially merger control, should better take account of innovation, investment, resilience and scale-up needs in strategic and capital-intensive sectors, while safeguarding effective competition and consumer welfare;
  • considers that State aid should help reinforce European value chains and support the creation of quality jobs through upskilling and reskilling;
  • considers that the Foreign Subsidies Regulation (FSR) and the Digital Markets Act (DMA) should be implemented with legal certainty, proportionality, transparency and a fast response, and urges the Commission to provide DG COMP with sufficient human and technological resources.
