The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Kopš Kioto protokola parakstīšanas dažādas jurisdikcijas visur pasaulē ir īstenotas emisijas kvotu tirdzniecības sistēmas. ES emisijas kvotu tirdzniecības sistēma ir visplašākā un senākā, un tā būtu jāpārstrādā saskaņā ar ES klimata un enerģētikas politikas satvaru laikposmam līdz 2030. gadam. Septembra plenārsesijā pieņemtajā atzinumā EESK ir sniedz pārskatu par ES emisijas kvotu tirdzniecības sistēmu un par emisijas kvotu tirdzniecības sistēmu kopumā, kā arī iezīmē pieejas tirdzniecības regulēšanai, ņemot vērā jauno vienošanos par oglekļa tirgu.
Atzinumā Eiropas Ekonomikas un sociālo lietu komiteja atkārtoti apstiprina atbalstu Eiropas zaļajam kursam, aicina Komisiju uzraudzīt oglekļa tirgus visā pasaulē un noteikt labāko praksi, kas varētu būt lietderīga emisijas kvotu tirdzniecības sistēmas pārskatīšanai, kā arī izsver priekšrocības un trūkumus, ko radītu ES oglekļa ievedkorekcijas mehānisms no vides un tirdzniecības viedokļa.
Viens no galvenajiem atzinuma jautājumiem ir EESK raizes par oglekļa cenu līmeņu asimetriju starp dažādām jurisdikcijām un tirgiem. Vienlīdzīgus konkurences apstākļus starp rūpniecību Eiropas Savienībā un ārpus tās tiešām var apdraudēt atšķirīgu oglekļa tirdzniecības shēmu attīstība, kā arī konkurence ar to trešo valstu tirgiem, kurām nav stingras klimata politikas. Tāpēc Komiteja aicina Komisiju turpmāko mēnešu laikā iesniegt priekšlikumu par oglekļa ievedkorekcijas mehānismu, kas varētu aizsargāt ES energoietilpīgos uzņēmumus pret lētāku importu no trešām valstīm, kuru klimata politika ir vājāka. Tirdzniecības karu novēršanas nolūkā EESK atbalsta oglekļa ievedkorekcijas mehānismu īstenošanu, ievērojot Pasaules Tirdzniecības organizācijas noteikumus (dgf)
