The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Jaunajā pārskatītajā ES pilsētvides un teritoriālās attīstības programmā ir jāpievēršas Covid-19 pandēmijas izraisītās krīzes sekām, un kohēzijas politika varētu būt īstais instruments, ar kuru atveseļot Eiropas ekonomiku. Divos septembra plenārsesijā pieņemtos atzinumos EESK izvērtē ES teritoriālo politiku un iezīmē turpmāko virzību.
Pirmā atzinuma autori Petr Zahradník un Roman Haken pievēršas Leipcigas Hartas par ilgtspējīgām Eiropas pilsētām pārskatīšanai un atbalsta jaunajā Teritoriālās attīstības programmā 2030. gadam paustos aicinājumus tiekties uz taisnīgu un zaļu Eiropu un iekļaut stabilāku teritoriālo dimensiju visās rīcībpolitikās un visos pārvaldības līmeņos.
Vietējā līmenī nākotnes pamatjēdzieniem jābūt pilsētu un reģionu integrācijai, ilgtspējai un izturētspējai. Uzstādamies plenārsesijā, Petr Zahradník sacīja: “Potenciāls integrētu projektu īstenošanai teritoriālajā un pilsētu attīstībā ir milzīgs, un tādas ir arī priekšrocības, kas saistītas ar šādu pieeju, proti, panākt ietekmes sinerģiju, taupīt izmaksas un veidot funkcionālus savienojumus.”
Teikto papildināja Roman Haken: “Ņemot vērā klimata pārmaiņu ietekmi, resursu izmantojumu un nepieciešamību samazināt vides riskus, pilsētu un reģionu ilgtspējas un izturētspējas jautājumus nevar risināt savstarpēji nesaistīti. Tāpēc pilsētprogramma pēc iespējas ciešāk jākoordinē ar teritoriālās kohēzijas politiku.”
Tātad kohēzijai ir izšķiroša nozīme, un uz to koncentrējas arī Gonçalo Lobo Xavier izstrādātais atzinums, kurā EESK norāda, ka kohēzija varētu būt ideāls instruments, ar kuru risināt daudzās koronavīrusa pandēmijas radītās problēmas, un aicina Komisiju rīkoties. “Mums jārīkojas nekavējoties un jāreaģē ātri; jāizmanto finanšu līdzekļi, lai palīdzētu un sniegtu atbalstu dalībvalstīm, ievērojot attiecīgos kritērijus, taču arī drosmīgi,” sacīja G. Lobo Xavier. “Eiropai vairāk nekā jebkad agrāk ir nepieciešama atšķirīga pieeja vienam un tam pašam izaicinājumam.” (mp)
