    The European Economic and social Committee (EESC) supports the Commission's intention as set out in its Communication: integration of the electricity system with the heat and transport system is vital to reach the goals of climate neutrality, security of energy supply, including reduction of energy imports, and the goal of affordable prices for Europe's consumers and the European economy.

    In this opinion, the EESC stresses that the EU needs to strike the right balance between effective and realistic migration management that is humane and sustainable, while ensuring security and control of its external borders. It must send a clear message that migration can be better managed collectively. It notes that the proposals accompanying the PMA are important but insufficient for the development of the common European framework for migration management, which would be both effective and in line with the EU's values and objectives.

    Single European Sky, EESC warns: Commission's new proposal may not be enough.

    The European Economic and Social Committee (EESC) urges the European Commission to start a new discussion to make sure the green objectives and improved performance of the air traffic management system are covered in the new legislation. The consequences of the COVID‑19 crisis for aviation should also be addressed.

    The EESC welcomes the Commission proposal on cross-border payments in the Union aiming at lowering the costs for cross-border payments in euros and at bringing more transparency regarding currency-conversion fees. It endorses the fact that the Commission should analyse further possibilities – and the technical feasibility of those possibilities – of extending the equal charges rule to all Union currencies and of further improving the transparency and comparability of currency conversion charges.

    Through this opinion, requested by the German Presidency of the Council, the EESC recognises the essential role of smoothly functioning public services in defending core EU values. The opinion highlights their particular role in times of crisis, like COVID-19, which calls for the maximum human and financial support. The EESC proposes common European principles to support the role of public services in defence of democracy. They include the principles of neutrality, legality, proportionality, equal treatment and transparency; the right to good administration; independent oversight; the protection of public services staff against decisions breaching the rule of law; accessibility; interoperability; and the respect of the rule of law including when receiving EU funds.

    The aim of this  own - initiative opinion is to put forward recommendations to overcome existing obstacles that prevent persons with disabilities from voting in EP elections in the EU. Indeed, in each of the 27 EU countries, there are rules or organisational arrangements that deprive some voters with disabilities of their right to vote. The EESC considers this unacceptable and contrary to the fundamental values of the EU, to the provisions of the Treaty on European Union (TEU) and to many international legal and political acts. Therefore, the EESC calls on the EP, the European Council and Member States to urgently amend the 1976 Electoral Act by clarifying the principles of universality, directness and secrecy of elections, so as to allow the implementation of common standards granting the right to vote to all EU citizens.

    This opinion is being prepared at a time where the shift to a low-carbon economy is more urgent than ever and where new "green" occupations emerge and existing jobs need to be "greened". This implies needs for new skill sets, which necessitate updated curricula or even new qualifications across education and training levels. These new "green skills" can range from very technical and job-specific skills to "softer" skills such as responsible use of resources, which can be relevant across occupations, levels of hierarchy and sectors. While the "greening" of the economy creates skill needs, particularly in specific sectors such as energy and resource efficiency, construction and manufacturing, moving towards a circular economy creates "green" skill needs across the board.

    The revamped Union Civil Protection Mechanism (UCPM) is a tool through which the EU supports, coordinates and supplements actions of EU Member States in the field of civil protection in order to prevent, prepare and respond to natural and man-made disasters within and outside the EU. The new proposal aims to strengthen the UCPM to ensure that the EU and its Member States are better prepared to respond to large-scale emergencies such as the COVID-19 pandemic.

    This additional opinion updates and complements the proposals made in the original ASGS opinion, adopted in February this year. The EESC welcomes the step forward towards embracing a more social, inclusive and sustainable economic model, particularly given the economic and social effects of COVID-19. To support the economic recovery and public investment, and in support of a digital and green transformation, the EESC believes that a revision of the Stability and Growth Pact, flexibility in state aid rules and a rethink of tax policy is necessary. Well-resourced public health measures and social security systems are likewise of vital importance. The EESC also welcomes the Commission's proposals for Next Generation EU and sees the ASGS as an opportunity for the EU to shift towards an economic model that gives equal weighing to both economic and social objectives.
