The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Lai gan 25 liberalizācijas gados ir izdarīts liels tirgus atvēršanas un tehniskās saskaņošanas darbs, dzelzceļa transporta jomā ir nepieciešams politisks, regulējuma un kultūras progress. Tāda ir marta plenārsesijā pieņemtā atzinuma “Vienota Eiropas dzelzceļa telpa” pamatdoma.
EESK uzsver, ka ir nepieciešama objektīva vienotās Eiropas dzelzceļa telpas un tās panākumu analīze. Eiropas Dzelzceļa gads (2021) varētu būt īstais brīdis, lai atskatītos uz padarīto un noteiktu jaunus mērķus nākotnei.
Uzstājoties debatēs plenārsesijā, atzinuma ziņotājs Stefan Back norādīja: "Dzelzceļam ir nepieciešama kultūras maiņa un pieeja, kas vairāk būtu vērsta uz patērētāju vajadzībām gan pasažieru pārvadājumu, gan kravu transporta jomā. Eiropas Dzelzceļa gads (2021) būtu jāizmanto kā izdevība veicināt ieradumu maiņu un izvērst sekmīgāku sadarbību starp operatoriem un klientiem, kā arī pēc iespējas labāk izmantot digitalizācijas pavērtās iespējas."
Covid-19 pandēmija ir aizkavējusi vai apturējusi projektus, kuri tagad būs jāīsteno īsākā laikā. Ārpus krīzes valsts atbalsts joprojām ir ļoti svarīgs pamatpakalpojumu nodrošināšanai, un publisko pakalpojumu līgumi var garantēt gan fiziski, gan cenas ziņā pieejamus un iekļaujošus pasažieru pakalpojumus visiem cilvēkiem. EESK skatījumā šis ir viens no visefektīvākajiem un dzelzceļa pasažieru pārvadājumu veicināšanai piemērotākajiem veidiem. (mp)
