COP28 būs ļoti svarīgs brīdis, kad valstis varēs apstiprināt un paust vēl stingrāku apņēmību ierobežot klimata pārmaiņas. Parīzes nolīgums, kas tika noslēgts 21. sesijā (COP21), lika pamatus kopīgiem centieniem ierobežot globālo temperatūras paaugstināšanos. 28. sesijā valstis varēs pārskatīt un paaugstināt savus klimata mērķrādītājus, nodrošinot, ka tie atbilst jaunākajiem zinātniskajiem vērtējumiem un arvien pieaugošajai steidzamībai, ar kādu jāķeras pie klimata krīzes pārvarēšanas.
COP28 notiks no 2023. gada 30. novembra līdz 12. decembrim Apvienoto Arābu Emirātu pilsētā Dubaijā. EESK aktīvi piedalās sarunās arī šajā gadā.
COP28 notiks Parīzes klimata nolīguma īstenošanas globālā inventarizācija. Katra inventarizācija ir divu gadu process, ko veic reizi piecos gados, lai novērtētu visas pasaules progresu virzībā uz klimata mērķu sasniegšanu. Pirmā globālā inventarizācija tiek veikta Ilgtspējīgas attīstības programmas 2030. gadam un tajā izvirzīto ilgtspējīgas attīstības mērķu, tostarp 13. mērķa (rīcība klimata jomā), īstenošanas vidusposmā.
Prezidentvalsts 2023. gada jūlijā nosūtītajā vēstulē informēja puses, ka COP28 uzsvars tiks likts uz četrām mainītām paradigmām:
EESK pārstāvji būs iekļauti ES delegācijā, un paredzēts, ka sesijā piedalīsies EESK priekšsēdētājs Oliver Röpke, seši ad hoc grupas “UNFCCC Pušu konference (COP)” locekļi, proti, Peter Schmidt, Isabel Caño Aguilar, Josep Puxeu Rocamora, Antje Sabine Gerstein, Neža Repanšek un Arnaud Schwartz, kā arī EESK jaunatnes delegāte UNFCCC Diandra NÍ Bhuachalla.
