The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Jūlija plenārsesijā pieņemtajā atzinumā EESK aicina ES īstenot visaptverošu pieeju izejvielu politikai. Komiteja ierosina paplašināt kritiski svarīgo izejvielu sarakstus, nodrošināt taisnīgas enerģijas cenas, vienkāršot atļauju izsniegšanu, noteikt par prioritāti reciklēšanu un veicināt spēju veidošanu ES izejvielu politikā.
Kritiski svarīgo izejvielu globālajā piegādē pašlaik dominē Ķīna, savukārt Eiropa ražo mazāk nekā 5 % no pasaules minerālu izejvielām. Tā kā tiek prognozēts, ka pieprasījums pēc izejvielām pasaulē līdz 2060. gadam divkāršosies, obligāti ir jārīkojas.
Lai risinātu šīs problēmas, EESK iesaka paplašināt kritiski svarīgo izejvielu sarakstu, iekļaujot tās, kuras ir būtiskas zaļām un ilgtspējīgām tehnoloģijām, nodrošinot mērķtiecīgu politiku un ieguldījumus. Komiteja arī iestājas par taisnīgām enerģijas cenām, finansiālu atbalstu, vienkāršotām atļauju piešķiršanas procedūrām, kā arī partnerībām ar citām valstīm, lai uzlabotu resursu nodrošinājumu un veicinātu ES zaļo pārkārtošanos.
EESK atzinuma ziņotājs Maurizio Mensi uzsvēra, ka atkritumu jomas tiesību aktos par prioritāti jānosaka izejvielu atgūšana un atkārtota izmantošana, lai samazinātu atkarību no primārajiem avotiem un stimulētu ekonomikas izaugsmi. Tomēr Komiteja brīdina, ka svarīgi ir resursu nodrošinājumu līdzsvarot ar vidiskajiem apsvērumiem, lai nodrošinātu atbilstību ES ilgtspējas mērķiem.
EESK līdzziņotājs Michal Pintér aicināja sekmēt ES mēroga spēju veidošanu ieguves rūpniecībā. Atzinumā aicināts pievērsties cilvēkkapitāla attīstībai ieguves rūpniecībā un esošā darbaspēka pārkvalifikācijai un kvalifikācijas celšanai, lai veicinātu stabilu izejvielu nozari.
Kopīgi pievēršoties šiem aspektiem, ES var veiksmīgi pāriet uz zaļu ekonomiku, liekot pamatus noturīgai, ilgtspējīgai un globāli konkurētspējīgai izejvielu nozarei. (gb)
