The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

The EESC has six sections, specialising in concrete topics of relevance to the citizens of the European Union, ranging from social to economic affairs, energy, environment, external relations or the internal market.

Proračunski okvir EU-a mora se izmijeniti, i to ne samo kako bi se srednjoročno stabiliziralo gospodarstvo nego i kako bi se financirala socioekološka preobrazba našeg gospodarstva i zajamčili puna zaposlenost, visokokvalitetna radna mjesta i pravedna tranzicija. Mišljenje Dominike Biegon, koje je Skupština usvojila na plenarnom zasjedanju u listopadu, ima jasnu poruku: Europska komisija mora što skorije izmijeniti EU-ov okvir gospodarskog upravljanja.
Tijekom rasprave izvjestiteljica Biegon je naglasila: „EGSO se zalaže za pragmatična rješenja za budućnost proračunskog okvira EU-a: naše mišljenje pokazuje kako se mogu prevladati ideološke podjele u raspravi o državnim dugovima. Proračunski propisi EU-a mogu se znatno poboljšati i bez izmjene Ugovora EU-a. Možemo riješiti problem kroničnog nedostatka javnih ulaganja i državama članicama dati veći manevarski prostor za adekvatno suzbijanje gospodarskih kriza u budućnosti, a da se pritom ne ugrozi održivost proračuna. Institucije EU-a ne bi smjele tratiti vrijeme, nego predlagati reforme kojima će se utrti put ka održivom oporavku i pravednoj tranziciji.“
Osim toga, u europski se semestar i na nacionalnoj i na europskoj razini moraju u većoj mjeri uključiti organizacije civilnog društva. Načelo partnerstva, koje je dugo predstavljalo tradicionalan način upravljanja europskim strukturnim i investicijskim fondovima, trebalo bi poslužiti kao obrazac djelotvornog uključivanja civilnog društva.
