In its opinion, the EESC welcomes the commitment to the renewed European Solidarity Corps (ESC) with an increased budget and target for participation. It also appreciates the merging with the EU Aid Volunteers. The Committee believes that in the future, the EU needs to develop two independent support programmes, one for youth and one for volunteering.

The EESC makes a series of concrete recommendations, such as: 1) the employment strand of the ECS needs to be subject to strict regulation and regular review; 2) there should be no age restriction on the ESC as it should be a support for volunteering; 3) the ESC should be restricted to the not for profit sector; 4)the main civil society platforms in the field (the European Youth Forum and the European Volunteering Centre) should be centrally involved in the regulation and oversight of the ESC.

With this opinion the EESC welcomes the Commission's approach to    leave SPC protection intact as regards placing products on the EU market, as well as the market exclusivity of EU SPC holders in the Member States during the full period of SPC protection. Furthermore the EESC deems it to be most important that, on those non-EU markets where protection does not exist or has expired, there be fair competition for EU-based manufacturers who bring generics and biosimilars to these markets. The EESC also supports the Commission's stance on SMEs, since they play an important role in manufacturing generics and developing biosimilars.

The EESC believes that the proposal is focused on the practical steps necessary to address real consequences for the vehicle manufacturing and distribution industry and consumers as a result of unavoidable legal changes in the certification of type-approval issues by UK authorities on the basis of EU laws. It should therefore act as a template for many other similar agreements.

The EESC advocates for a stronger budget for the Connecting Europe Facility for after 2020.

The EESC recommends that the European Commission and the Member States further encourage synergies at project level between the three sectors, which are currently limited because of the rigidity of the budgetary framework as regards the eligibility of projects and of costs.

The EESC urges the co-legislators to maintain the commitment in the previous CEF regulation to spend "the major part" of the energy budget on electricity projects.

The EESC recommends that the financial capacity of the CEF programme under the next MFF should be increased and better balanced between the three sectors in order to maintain high credibility and attractiveness for investors.

The EESC welcomes the proposal for a regulation presented by the European Commission on a mechanism to resolve legal and administrative obstacles in a cross-border context.  The proposal reflects a new approach and is likely to strengthen the opportunities for cooperation based on subsidiarity between different Member States, and to contribute to more balanced and sustainable socio-economic development of border regions and to the growth of EU GDP.

The EESC regrets that the Commission has not taken this opportunity to anticipate the changes connected to driverless motor vehicles, despite the comments included in the impact assessment accompanying the proposal. The EESC recommends that the Commission set, as regards harmonisation of minimum amounts of cover, a final deadline for completing the implementation of minimum compensation thresholds.

The EESC believes that the current proposal, although a step in the right direction, is not enough to tackle the existing barriers on the SME Growth Markets.

It stands by its previous opinions that the low level of communication and bureaucratic approaches are significant barriers and much more effort must be put into overcoming these obstacles.

Communication from Brussels should always target the bottom of the chain – the SMEs themselves. The EESC also advises the European Commission to look into the possibility of attracting institutional investors, such as private pension funds, to invest in these SME Growth Markets.

The EESC welcomes the Commission's proposal for a regulation and considers it to be an important first step towards promoting fairness and transparency for business users of online intermediation services. The EESC believes that this proposal is particularly important because it constitutes the first attempt to regulate B2B relations in the area of e-commerce, and recommends that it be approved swiftly in order to plug a clear legislative gap.

The European Year of Cultural Heritage is an excellent opportunity to understand how Europe’s rural cultural heritage is a prized asset which needs to be showcased alongside our urban heritage. The EESC opinion on the "Contribution of Europe’s Rural Areas to the 2018 Year of Cultural Heritage" will consider what measures are necessary to ensure sustainability of landscapes, habitats, species and human imprints. It will look at how to ensure initiatives that will add today's creativity to our heritage and improve co-operation between the rural and the urban, not least through promoting rural cultural tourism.

A variety of tools and methods are currently used to undermine European values and external actions of the EU, as well as to develop and provoke separatist and nationalistic attitudes, manipulate the public and conduct direct interference in the domestic policy of sovereign countries and the EU as a whole. Moreover, the growing influence of cyber offensive capabilities and increased weaponization of technologies to achieve political goals is observed. The impact of such actions is often underestimated.

The EESC agrees with the Commission's call for more responsibility on the part of social media platforms. However, despite the existence of several studies and policy papers produced by European specialists in the last few years, the Commission's communication lacks any practical mandatory steps to ensure this.

This exploratory opinion was requested by the European Parliament to feed into a mission to Tallinn, Estonia, on "Digitalisation and the women's role", organised by the EP's Committee on Women's Rights and Gender Equality (FEMM) on 19-21 September 2018. The opinion looks into the digital gender gap in education system and the labour market. It analyses the reasons behind this phenomenon it and makes proposals on how to increase the participation of girls in STEM and ICT studies and boost the presence of women in the digital sector. It also looks into the pros and cons of digitalisation and its impact on women's life-work balance.

Europeans need more (and better) Europe. The powers and financial resources currently allocated to the EU have been increasingly misaligned with the concerns and expectations of Europeans. The EESC, in accordance with the European Parliament's position, therefore proposes that the expenditure and revenue figure reach 1.3% of GNI. The proposed level of commitments of 1.11% of the EU's GNI is too modest to credibly deliver on the political agenda of the EU.

The EESC recognises the high European added value of the programmes where the MFF 2021-2027 concentrates the main increases in expenditure. However, the Committee questions the fact that these increases are made at the cost of strong cuts in cohesion policy (-10%) and the Common Agricultural Policy – CAP (-15%).

The EESC agrees with the vision outlined in the communication. It believes that in the course of the changes generated by digital transformation, people must be at the center of care.  The digitalisation processes must help healthcare professionals to spend more time with patients. It must be ensured that healthcare professions are appropriately staffed with qualified personnel and equipped with appropriate digital skills. Digital tools must be a lever to develop new forms of organisation in health and care systems.
