Cohesion policy in its current form has had positive impact on the socio-economic development of the EU, individual countries and regions. However, the Polish presidency points out that there is a need to improve the effectiveness of the mechanisms supporting the transformational objectives of cohesion policy. In the discussion of its future, there are ideas aimed at reforming the implementation mechanisms with the approach used in the implementation of the Recovery and Resilience Facility (RRF) implemented since 2021 as a response to the challenges arising from the COVID-19 pandemic and to support the transformation processes of economies.
According to Article 175 of the TFEU the Commission shall submit a report to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions, every three years, on the progress towards achieving economic, social and territorial cohesion.
The 9th report which covers the first period (2021-2023) of the programming period 2021-2027 will include a record of progress made towards achieving economic, social and territorial cohesion, including the socio-economic situation of regions as well as the integration of EU priorities. It will also include, where appropriate, an indication of future EU measures and policies necessary to strengthen cohesion, as well as to deliver EU priorities.
The focus of current informal discussions in the Council is on how cohesion policy can adjust to the new circumstances following the unforeseen shocks that Europe has faced in the last years without losing its long-term development goals. The Spanish Presidency refers to "Cohesion policy 2.0" in this context, which particularly means that cohesion policy needs to be transformed and become more modern and flexible. Also, it will need to take into account the RRF which will come to an end at some time.

The Communication on 8th Report presents the main changes in territorial disparities over the past decade and how policies have affected these disparities. It highlights the potential of the green and digital transitions as new drivers of EU growth, but argues that without appropriate policy action new economic, social and territorial disparities may appear. It also launches a reflection on how cohesion policy should evolve to respond to these challenges and in particular how to ensure that place-based, multilevel and partnership led approaches continue to improve cohesion, while building on synergies and mainstreaming cohesion objectives into other policies and instruments.
EESC will present its views on this report stressing the important role that civil society plays and that local policies need local strategies, drawn up with local partners.
The forthcoming Presidency of the Council of the EU (Germany), aims to further discuss and analyze the policy objective 1 under the Common Provisions Regulation for cohesion policy that refers to '' a smarter Europe by promoting innovative and smart economic transformation''. In this context, the Presidency has asked the EESC to provide an opinion on how the structural measures and cohesion policy programmes can help in this process. The Presidency plans to present the key findings of this discussion in a High-level conference that will take place on 29th of September where also the opinion of EESC will be discussed.

The objective of this proposal is to provide an update of EESC's positions related to the cohesion package presented by the Commission on May 2018. While the discussions in the Council and the Parliament are still ongoing, this opinion will reflect better the developments in view of a successful cohesion policy in the post-2020 period.
The Romanian presidency who has asked for this opinion proposes that the conclusions drawn in this opinion could stimulate the informal ministerial debate of the cohesion ministers to be held in April 2019.

The EESC has looked very carefully at the proposed Common Strategic Framework (CSF) which is now fully integrated in the draft Common Provisions Regulation and seeks to translate the objectives of the Union's Cohesion Policy into practice through better coordination between the several EU Structural Funds. The EESC has also listened carefully to the various points of view expressed by the representatives of organised civil society during a successful and well-attended hearing. The EESC supports the creation of a Common Strategic Framework; an effective CSF will also remove the unnecessary and inefficient separation that currently exists between the key funds. The EESC cautions, however, against additional bureaucracy or administrative complexity arising from the CSF and argues for a strong and genuine implementation of the partnership principle.
