Il-KESE huwa favur sett ta’ prinċipji komuni għas-servizzi pubbliċi sabiex jgħinu lill-Istati Membri jikkonformaw bis-sħiħ mad-demokrazija u l-istat tad-dritt.
F’Opinjoni adottata mill-assemblea plenarja fit-2 ta’ Diċembru, il-KESE jirrimarka li s-servizzi pubbliċi, billi jiżguraw aċċess ugwali u universali għas-servizzi lil kulħadd, inklużi gruppi vulnerabbli u żvantaġġati, jikkontribwixxu għal progress soċjali u għal soċjetà dinamika. Huma jistgħu jaġixxu bħala “stabilizzaturi awtomatiċi” kruċjali fi żminijiet ta’ kriżi, li f’dawn l-aħħar snin żdiedu f’oqsma bħas-sigurtà, l-ekonomija, l-ażil, l-ambjent, il-klima u s-saħħa.
Ir-relatur tal-KESE Christian Moos spjega: “L-amministrazzjoni u s-servizzi pubbliċi huma l-aktar rabta importanti bejn il-gvernijiet u s-soċjetà ċivili. Huma fundamentali għar-reżiljenza tad-demokrazija liberali fl-Ewropa. L-UE teħtieġ mekkaniżmi effettivi li jiggarantixxu r-rispett sħiħ tal-istat tad-dritt u l-imparzjalità tal-amministrazzjoni pubblika fl-Istati Membri”.
Sett ta’ prinċipji komuni
Il-KESE jidentifika sett ta’ prinċipji komuni għas-servizzi u l-amministrazzjonijiet pubbliċi:
Il-KESE jissuġġerixxi wkoll li s-servizzi pubbliċi għandhom ikunu interoperabbli fil-livell Ewropew. L-iskambji u r-rotazzjoni tax-xogħol bejn is-servizzi pubbliċi tal-Istati Membri għandhom ikunu possibbli. Is-servizzi pubbliċi kollha involuti fl-għoti tal-fondi Ewropej iridu jirrispettaw u jimplimentaw il-prinċipji tas-servizzi pubbliċi. (na)
