Background
The EU faces a critical decade for competitiveness, cohesion, climate action and yet rail links between major capitals and hubs remain fragmented and uneven.
A European High-Speed Rail Network 2040 would fully interconnect all key cities, strengthening cross-border links, reducing disparities, and integrating peripheral regions into the EU’s core. Beyond infrastructure, it would drive innovation, technological leadership, and skills in construction, engineering, and manufacturing.
By offering fast, reliable, and affordable alternatives to flights and road transport, the network would cut emissions, ease congestion, and promote sustainable mobility. This strategic, long-term approach positions high-speed rail as a pillar of European integration, resilience, and inclusive growth serving workers, communities, and society across the Union.
