Colaborarea CESE cu organizațiile societății civile din Rusia este reglementată de cele cinci principii directoare pentru relațiile UE-Rusia, convenite între miniștrii afacerilor externe ai UE și Înaltul Reprezentant al Uniunii pentru afaceri externe și politica de securitate. Unul dintre aceste principii directoare este „sprijinirea contactelor interpersonale”.

Dialogul și schimbul de experiență între reprezentanții societății civile din UE și din Rusia contribuie în mod semnificativ la punerea în aplicare în continuare a parteneriatului strategic UE-Rusia. CESE a adoptat o abordare cu două componente a relațiilor sale cu societatea civilă rusă, în vederea stabilirii de relații cu o gamă cât mai largă de reprezentanți ai societății civile. Pe de o parte, Comitetul menține relațiile cu Camera civică a Federației Ruse, organismul său omolog oficial din partea Rusiei, și organizează, printre altele, seminare comune anuale pe subiecte de interes pentru societatea civilă din ambele părți. Celălalt partener al CESE este Forumul societății civile UE-Rusia, care reunește o serie diferită de organizații ale societății civile.

Comitetul de monitorizare UE-Rusia este un organism intern al CESE, care acționează ca un grup de coordonare și este responsabil de dezvoltarea și menținerea relațiilor, precum și de organizarea reuniunilor și a seminarelor comune cu societatea civilă din Rusia.
