This opinion calls on the EU to develop a strategy to enhance continuous, learner-centred learning, with digitalisation and the deployment of trustworthy AI at its heart, and stresses the essential role of both public education and non-formal education to enhance inclusiveness and active citizenship. Such a strategy requires an increased allocation of EU funds and more cooperation between policymakers, education providers, social partners and other civil society organisations.
The EESC takes note of the Fourth Report on the State of the Energy Union (SEU), supports the objectives of the Energy Union and welcomes the emphasis on the engagement and mobilisation of EU society to take full ownership of the Energy Union.
The EESC welcomes the fact that principle 20 of the European Pillar of Social Rights reaffirms the right to access essential services/SGEIs. These are a vital component of social justice and are underpinned by the principle of equal treatment of users, prohibiting any kind of discrimination or exclusion whatsoever, and by the principle of universal access to services of a high level of affordability and quality.
Liberal democracy relies on civil liberties and a pluralistic civil society, but considerable political forces in today's Europe are challenging liberal democracy. The social, political and legal framework must allow for a pluralistic civil society. Strong social partners and civil society are needed to defend EU values. The EESC calls for the creation of a Democracy Semester, a European control mechanism, corrective economic measures for non-respect of fundamental EU values, the creation of a European statute for CSOs, or interinstitutional CSO authorisation and, tax incentives to support civil society. Burning social questions must be tackled, ensuring social sustainability and inclusive education.
The EESC launched the idea of a Framework Directive on a European Minimum Income already in 2013 (SOC/482). As the principle of minimum income was integrated in the European Pillar of Social Rights (EPSR), it was again supported twice by the EESC (SOC/542 and SOC/564). Applying the open method of coordination (OMC) as the only mechanism to reduce poverty continues to be insufficient to achieve the target set in the Europe 2020 Strategy. Introducing a binding European framework for a decent minimum income in Europe, enabling minimum income schemes in the Member States to be made "decent" (adequate) is a key European response to the serious and persistent problem of poverty in Europe.
A large number of Roma women and girls continue to face multiple discrimination in various areas, ranging from health to employment and education, amongst others. They also have limited opportunities to influence the policies that most concern them. The EESC emphasises the importance of their involvement, with programmes aimed at Roma women foreseeing a majority of Roma women in their planning and implementation. The EESC calls for an end to segregated education and for the abolition of health practices which infringe ethical standards.
This opinion responds to a request from European Parliament for an exploratory opinion on gender equality in European labour markets, which had put a special emphasis on the pay situation and care obligations.
The opinion considers it necessary to draw up an integrated and ambitious European strategy to tackle systemic and structural obstacles and lead to policies for improving equality between women and men and to help implementing the European Pillar of Social Rights. It reiterates the EESC positions on the gender pay gap and work-life balance and recommends gender neutral pay systems. It pleads to fight gender segregation in education, training and the labour market, in particular of women belonging to vulnerable groups.
The proposals discussed in this opinion form the second package of proposals launched for the development of a European Education Area – the proposal on the automatic mutual recognition of diplomas, on early childhood education and care and on the teaching and learning of languages. The EESC welcomes the setting up of a European Education Area, given its contribution towards the implementation of the European Pillar of Social Rights and in promoting amongst others Europe's social, economic and demographic development. It encourages however to incorporate this initiative within a long-term vision for education, training and lifelong learning, based on effective social dialogue.
