Renewed declaration for an EU Blue Deal
In 2023, the EESC launched its call for an EU Blue Deal, urging the European Union to adopt a comprehensive water policy as a political priority, addressing water in all EU policies. The EESC's declaration "Call for an EU Blue Deal" comprised 15 high level principles and 21 actions stemming from a series of own-initiative opinions addressing the water crisis in its various dimensions.
The EESC's call for an EU Blue Deal was well received by the other EU Institutions and widely supported by a large array of stakeholders. Following the momentum created by this engagement, water resilience now features as a core element of Commissioner Roswall's portfolio, and June 2025 saw the publication of the European Water Resilience Strategy.
Subsequently, the EESC has continued its work on the EU Blue Deal by providing recommendations on key topics deserving further attention at EU level. These concern the EESC's views on the European Water Resilience Strategy and the Ocean Pact, and recommendations on topics such as water and the twin transitions, water-resilient industries and technologies, blue diplomacy and water politics as well as water and preparedness.
This publication marks the EESC’s renewed call for an EU Blue Deal in 2025, incorporating into the Declaration the new recommendations adopted since the launch of the call in October 2023.
