The medical technological industry – focus of the opinion – plays a major role in the current transformation of the health sector to the benefit of patients and a value-based health care in Europe.
A major issue is highly personalised health care that ensures equal and better access and quality. Technology and large sources of anonymous data will greatly facilitate new treatments and operations as well benefit all phases of prevention and recovery. Recovery increasingly takes place outside hospitals, using eHealth technology.

As a key driver of productivity and innovation, industry has always been a cornerstone of economic prosperity in Europe. We can rely on a strong industrial base, but important efforts are needed by Member States, EU institutions and most importantly industry itself to maintain and reinforce Europe's industrial leadership in the age of globalisation, sustainability challenges and rapid technological change.

This opinion is on the Annual Growth Survey 2018 (AGS), which establishes the main economic priorities and provides policy guidance for the following year. The European Commission published the 2018 AGS on 22 November 2017 as part of the European Semester Autumn Package. The 2018 AGS is focused on fostering job creation and growth and establishes three main priorities: boosting investment to support the recovery and to increase long-term growth; structural reforms for inclusive growth, upward convergence and competitiveness; responsible fiscal policies to support sustainability and convergence.

With this opinion the EESC welcomes the Commission's proposals in principle as a balanced compromise between the objectives of climate-neutral mobility, the innovation capacity of the European automotive industry and preserving quality jobs. In particular, the EESC considers the planned interim target for 2025 of a 15% reduction in emissions compared to 2021 to be very demanding as the required changes are to be made to combustion engines at the cutting edge of technology. Despite this, the EESC views the market development towards zero-emission vehicles and low-emissions vehicles and hybrids as an opportunity. Furthermore the EESC calls for a mid-term review for 2024 to include the state of play regarding the qualification and (re)training of staff as well as an updated analysis of the areas in which (additional) action is required.

The Communication presents a public procurement strategy which sets out the overall policy framework and defines clear priorities to improve procurement in practice and support investment within the EU. Three concrete initiatives are presented alongside this strategy. The Commission presents a Communication on a mechanism for large infrastructure projects to provide clarity and guidance to public authorities on public procurement. It also proposes a Recommendation to professionalise public buyers because a skilful workforce is essential for effective implementation. In parallel, a targeted consultation is launched on a draft guidance on public procurement of innovation, to support the breakthrough of new and more sustainable solutions for our societies.

The EESC has played an important role in raising awareness of EU trade policy among civil society both in the EU and in third countries. The EESC encourages the Commission to strengthen its dialogue with civil society to develop the functioning of TSD chapters in current and future trade agreements. However, the EESC urges the Commission to be more ambitious in its approach, in particular with respect to strengthening effective enforceability of the commitments in TSD chapters, which is of crucial importance to the EESC. TSD chapters must be given equal weight to those covering commercial, technical or tariff issues.

The EESC considers that ENISA's new permanent mandate as proposed by the Commission will significantly contribute to enhancing the resilience of European systems. However, the accompanying provisional budget and resources allocated to ENISA will not be sufficient for the agency to fulfil its mandate.
The EESC recommends to all Member States to establish a clear and equivalent counterpart to ENISA, as most of them have not done it yet.
The EESC also feels that, ENISA should prioritise actions to support e-government, should provide regular reports on the cyber-readiness of Member States focusing on sectors identified in Annex II to the NIS Directive and monitor the performance and decision-making of national certification supervisory authorities.
The EESC supports the proposal to create a cybersecurity competence network sustained by a Cybersecurity Research and Competence Centre (CRCC).
The Committee recommends that future crises in the European Union should be managed by striving for a better balance between fiscal and social objectives and urges the Commission to design "supplementary economic and social recovery" programmes, to be applied at the same time as or at the end of an adjustment programme. The EESC recommends that in any future crises situation, the EU Institutions should be solely responsible for developing and implementing the adjustment programmes and stresses that social partners and representatives of civil society must be included in the programme's monitoring and assessment panel, on an equal footing with representatives of the EU, the ECB and other bodies.

Turkey’s geographical position makes it a first reception and transit country for many refugees and migrants. As the result of an unprecedented influx of people seeking refuge, the country currently hosts more than 2.7 million registered Syrian refugees and is making commendable efforts to provide them with humanitarian aid and support. The EU is committed to assist Turkey in dealing with this challenge.

The EESC notes that although economic recovery in the euro area has gathered pace since last year, it remains incomplete and atypical. It disagrees with the European Commission's proposal for an overall broadly neutral fiscal stance and instead proposes a positive fiscal stance of around 0.5% of GDP. It welcomes structural reforms that will not only increase productivity and growth potential, but also support the creation of quality jobs and reduce inequality. It supports the necessary steps for deepening the Economic and Monetary Union (EMU), as well as the measures against tax fraud and tax avoidance.

With this opinion the EESC welcomes the Commission's initiative to prioritise the fight against cybercrime, as it aims to protect Europeans and businesses from cybercrime networks, and includes measures to boost confidence in the use of electronic payment instruments. The EESC is of the view that the benefits of digitisation must be flanked by mechanisms able to meet the accompanying challenges, so that the European economy and Europeans can enjoy the information society to the full. For the EESC it is important to establish deterrents and mechanisms to inform the public about the modus operandi of offenders as well, through awareness-raising campaigns conducted by law enforcement authorities in the Member States.

The EESC welcomes and supports the European Commission's decision to tackle the problem of intermediaries enabling aggressive tax planning. The Committee notes that the related administrative costs must be reduced to the furthest extent possible for all sizes of businesses and stresses that the taxpayer carries the ultimate responsibility to comply with the proposed directive.

The EESC recognises the important role of transport as a driver of the EU economy and supports the European Commission (EC) in its ambitions to ensure that the EU remains in a leading position in clean, competitive and connected mobility in the future.
The EESC welcomes the fact that the EC is taking the initiative to clarify the regulatory framework on road transport and to ensure better enforcement and closer cooperation between Member States.
However, the EESC is of the opinion that the proposed changes to legislation on driving times and rest periods and on the posting of drivers fail to effectively address the identified problems in road transport in several aspects, including not making the rules simpler, clearer and more enforceable.

The Bulgarian Presidency invited the EESC to draw up an exploratory opinion aimed at identifying a global approach to EU industrial policy that takes into account the need to improve the business environment and to support the competitiveness of industry.

The Committee welcomes the 2018 standardisation programme, in particular social and environmental actions, but recommends that in future versions a summary of compliance with previous programmes be included. The Committee highlights the role of the Commission in the European Standardisation System, which is essential for the development of the internal market and places the EU as a world leader in this field. The Committee could, as a priority, create an ad hoc forum on the inclusiveness of the European Standardisation System to foster dialogue between all standardisation actors and civil society.

The Bulgarian presidency of the Council of the EU has requested the EESC to prepare an exploratory opinion on how to best promote SMEs in Europe with a special focus on a horizontal legislative SME approach and respect of the SBA's "think small first".

The EESC opinion on the Commission package "Aviation: Open and Connected Europe" welcomes the European Commission's proposals as a step towards implementing the "Aviation Strategy for Europe" from December 2015. This is of key importance in light of multiple challenges faced by the stakeholders of the aviation sector, including the development of markets in multiple directions, growing pressure on people and companies, increasing competition inside and outside the EU, and new disruptive technologies and digitalisation. The package "Aviation: Open and Connected Europe" – with its one legislative and three non-legislative proposals – addresses some of these challenges.
